Public Notice Facility-Wide Five-Year Review, Former U.S. Disciplinary Barracks (USDB) Lompoc The United States Department of the Army (Army), under the Base Realignment and Closure (BRAC) program, is conducting a Five-Year Review process for four environmental sites at the USDB Lompoc, otherwise known as the Federal Correctional Institution (FCI) Lompoc. The purpose of a Five-Year Review is to evaluate the implementation and performance of a remedy in order to determine if the remedy is and will continue to be protective of human health and the environment. The Army is soliciting input from interested community members. The four sites addressed under this Five-Year Review process are the Washrack Site, Wood Dump, Former Army Landfill, and Farm Fuel Site. The Washrack Site is the location of a groundwater plume containing volatile organic compound contamination. The Farm Fuel Site is the location of former 1,2-dichloroethane and petroleum hydrocarbon contamination. The Wood Dump and Former Army Landfill contain buried waste related to historical U.S. Army operations. The selected remedies documented in the 2026 Decision Document for these sites are: * Washrack Site – Reimplementation of the enhanced reductive dechlorination (ERD) program and continued long-term monitoring (LTM) and land use controls (LUCs). * Wood Dump - LTM following the Post Site Mitigation and Monitoring Plan (HQDA, 2014), and adoption of LUCs. * Former Army Landfill – LTM and LUCs. * Farm Fuel Site – LUCs.
