Public Hearing for MoVal 2024 Project on April 21, 2026.

CITY OF MORENO VALLEY CITY COUNCILNOTICE OF PUBLIC HEARING ANDENVIRONMENTAL DETERMINATION
NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the City Council of the City of Moreno Valley on the date and time set forth below:
ENVIRONMENTAL DETERMINATION: The MoVal 2024 Project has been evaluated pursuant to the California Environmental Quality Act (CEQA) and CEQA Guidelines. A Revised Final Program Environmental Impact Report and Mitigation Monitoring and Reporting Program have been prepared for the MoVal 2024 Project (SCH 2020039022). As mandated by CEQA, the Revised Draft Program Environmental Impact Report was circulated for public review and comment for a 45-day review period (July 7, 2025 - August 21, 2025). The Revised Draft Revised Program Environmental Impact Report and related material and information have been made available online for public review and inspection at http://www.moreno- valley.ca.us/cdd/documents/about-projects.html.
PUBLIC HEARING: All interested parties will be provided an opportunity to submit oral testimony during the Public Hearing and/or provide written testimony prior to or at the Public Hearing. The Draft and Final Revised Program Environmental Impact Reports and related material and information have been made available for public review and inspection at the Community Development Department at 14177 Frederick Street, Moreno Valley, California during normal business hours 7:30 a.m. to 5:30 p.m., Monday through Thursday, and 7:30 a.m. to 4:30 p.m. on Friday, by appointment by calling (951) 413-3206 during normal business hours 7:30 a.m. to 5:30 p.m., Monday through Thursday, and 7:30 a.m. to 4:30 p.m. on Friday, and on the City's website at http://www.moreno-valley.ca.us/cdd/documents/about-projects.html, which is accessible to the public 24 hours each day. The City Council Meeting Agenda, Staff Report, Draft and Final Revised Program Environmental Impact Reports, and related MoVal 2024 Project materials and information will be posted on the City's public website at least 72 hours prior to the Public Hearing at the following webpage: https://moval.org/city_council/agendas.html. In addition, the Revised Draft and Final Program Environmental Impact Reports and related materials and information are available for review and inspection at the City's three Library Branches located at:
•Main Branch, 25480 Alessandro Boulevard•Mall Branch, 22500 Town Circle•Iris Plaza Branch, 16170 Perris Boulevard
PLEASE NOTE: The City Council may consider and approve changes to the Proposal under consideration during the Public Hearing.
GOVERNMENT CODE § 65009 NOTICE: If you challenge any of the proposed actions taken by the City Council in court, you may be limited to raising only those issues you or someone else raised during the Public Hearing described in this notice, or in written correspondence delivered to the City Council of the City of Moreno Valley prior to or during the Public Hearing.
ACCESSIBILITY: Upon request and in compliance with the Americans with Disabilities Act of 1990, any person with a disability who requires a modification or accommodation in order to participate in the Public Hearing should direct such request to James Verdugo, ADA Coordinator, at (951) 413-3350 at least 72 hours before the Public Hearing. The 72-hour notification will enable the City to make reasonable arrangements to ensure accessibility to the Public Hearing.
