CITY OF PALM SPRINGS NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL CASE # 171 - APPLICATION FOR HISTORIC SITE DESIGNATION OF “THE EDMUND GOULDING RESIDENCE” 1752 RIDGE ROAD NOTICE IS HEREBY GIVEN that the City Council of the City of Palm Springs, California, will hold a public hearing at its meeting of March 25, 2026. The City Council meeting begins at 5:30 p.m., in the Council Chamber at City Hall, 3200 East Tahquitz Canyon Way, Palm Springs. View the City Council meeting live at the City’s website at www.palmspringsca.gov/pstv, YouTube, or Channel 17 (Spectrum). The purpose of this hearing is to consider an application by Lucien Wolff for historic site designation of The Edmund Goulding Residence located at 1752 Ridge Road. The Historic Site Preservation Board (HSPB) reviewed the item at their meeting of February 3, 2026, and recommend City Council designate The Edmund Goulding Residence as a historic site. ENVIRONMENTAL DETERMINATION: The proposed historic site designation is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(C)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(C)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical changes to the environment, directly or indirectly. REVIEW OF PROJECT INFORMATION: The proposed nomination report and related documents are available for public review via email by contacting the project planner: Sarah Yoon, Historic Preservation Officer, at sarah.yoon@palmspringsca.gov. Staff is available to answer questions by telephone at (760) 323-8245 between the hours of 7:30 a.m. and 5:30 p.m., Monday through Thursday. COMMENT ON THIS APPLICATION: Response to this notice may be made verbally at the Public Hearing and/or in writing before the hearing: • You may provide oral comments at the in-person hearing. Alternatively, you may provide oral comments by teleconference (remotely) by following instructions on the posted agenda. Agendas are available at least 72 hours in advance of the meeting by visiting www.palmspringsca.gov/agendas • Written comments may be submitted to the City Council by the Online Public Comment Form at www.palmspringsca.gov or letter to the address below. Transmittal prior to the start of the meeting is required.
