FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS April 21, 2026 County of Contra Costa 30 Muir Road Martinez, CA 94553 (925) 655-2888 This Notice shall satisfy the above-cited two separate but related procedural notification requirements for activities to be undertaken by the County of Contra Costa. REQUEST FOR RELEASE OF FUNDS On or about May 7, 2026, Contra Costa County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of $1,456,343 in Home Investment Partnerships Program (HOME) funds under Title II of the Cranston Gonzales National Affordable Housing Act, as amended, for the purpose of the new construction of an affordable housing development known as Village of Hope Pittsburg Affordable Housing Project which will include 15 affordable units. Hope Solutions proposes to develop the Village of Hope Pittsburg cottage community project on an approximately 0.75-acre portion of a 2.10-acre property owned by First Church of the Nazarene and located at 5305 Kirker Pass Road, Pittsburg, CA 94565 (Assessor's Parcel Number 089-060-007). The proposed project would involve the installation of 15 cottages and one office building for a total of 16 "cottages" or buildings, and a trash enclosure for qualifying homeless transition age youth between the ages of 18 to 24. Eight of the units would be one-bedroom residences, 485-square-feet (sq. ft.) in size; seven of the units would be two-bedroom residences 797 square feet in size; and the remaining 1,041 square foot unit would be used to provide support and property management services to residents of the proposed housing community. Two of the 15 residences would be Americans with Disabilities Act (ADA) compliant, with one also being a Communication Accessible Unit. The project site will be landscaped with trees, grass, a community garden and pedestrian paths. Site improvements include a small portion of pavement demolition, rough grading and trenching for utilities. Trenching is anticipated to a depth of up to a maximum of five feet for 2,200 linear feet to install six-inch sanitary sewer lines, three-inch water lines and electric service on the site itself. Offsite improvements include trenching in the public right-of-way (intersection of Kirker Pass Road and Castlewood Drive) at a depth up to 16 feet for laterals from the project site to connect to utilities in the street, including existing 36-inch storm drain, 4-inch water main and 8-inch sanitary sewer line. The project includes reconstruction of curb, gutter, sidewalk and driveway flare as needed. A total of 15 parking spaces will be provided on-site for a ratio of 1:1. The project is 100 percent affordable residential units for Transition Aged Youth, with all units at or below 30-50-% Area Median Income. The total project cost is estimated to be $12,086,125. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. All comments received by 5:00 PM on Wednesday, May 6, 2026, will be considered by the County of Contra Costa prior to authorizing the submission of a request for the release of funds. ENVIRONMENTAL CERTIFICATION The County of Contra Costa certifies to the U.S. HUD that Gabriel Lemus, Deputy Director, in his capacity as NEPA Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Contra Costa to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the County of Contra Costa's certification for a period of fifteen days following the anticipated submission date specified above or the actual receipt of the request (whichever is later) only if they are on the following bases: (a) the certification was not executed by the Certifying Officer of The County of Contra Costa (b) the County of Contra Costa has omitted a step or failed to make a determination or finding required by HUD regulations at 24 CFR Part 58 or (c) the grant recipient or other participants in the development process has committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; (d) another Federal acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Section 58.76) and shall be addressed to the San Francisco HUD Regional Office at One Sansome Street, Suite 1200, San Francisco, CA 94104, or via email at rrofsfro@hud.gov .
