NOTICE OF PUBLIC HEARING WITH RESPECT TO THE ISSUANCE OF TAXABLE AND/OR TAX-EXEMPT OBLIGATIONS BY THE CALIFORNIA ENTERPRISE DEVELOPMENT AUTHORITY IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $27,500,000.00 FOR THE PURPOSE OF FINANCING, REFINANCING AND/OR REIMBURSING THE COST OF THE ACQUISITION, CONSTRUCTION, REHABILITATION, REMODELING, RENOVATION AND EQUIPPING OF HEALTHCARE FACILITIES FOR THE BENEFIT OF COMMUNITY HEALTH SYSTEMS, INC. AND/OR A RELATED OR SUCCESSOR ENTITYNOTICE IS HEREBY GIVEN that at 9:30 a.m., or as soon thereafter as the matter may be heard, on April 14, 2026, at 4080 Lemon Street, First Floor, Board Chambers, Riverside, California, 92501, the Board of Supervisors of the County of Riverside (the “Board”) will conduct a public hearing (the “Public Hearing”) as described below at which the Board will hear and consider information relating to the issuance, by the California Enterprise Development Authority (the “Issuer”), from time to time, pursuant to a plan of finance, of one or more series of taxable and/or tax-exempt revenue obligations pursuant to Section 145 of the of the Internal Revenue Code of 1986, as amended (the “Code”), in an aggregate principal amount not to exceed $27,500,000 (the “Obligations”) for the benefit of Community Health Systems, Inc., a California nonprofit public benefit corporation, and/or a related or successor entity (the “Borrower”). The proceeds of the Obligations will be loaned to the Borrower pursuant to one or more loan agreements by and among a financial institution, the Issuer and the Borrower (the “Loan Agreement”). The proceeds of the Obligations will be applied by the Borrower for the purpose of (a) financing, refinancing, and/or reimbursing the cost of the acquisition, construction, rehabilitation, remodeling, renovation and equipping of health care facilities located at: (i) 22675 Alessandro Boulevard, Moreno Valley, California 92553, consisting of an approximately 14,167 square foot medical office building with adjacent surface parking, in an amount up to $14,000,000; (ii) 9380 Magnolia Avenue, Riverside, California 92503, consisting of a two-story commercial medical office building with approximately 9,989 square feet of space, in an amount of up to $2,500,000; and (iii) 6150 Van Buren Boulevard, Riverside, California 92503, consisting of an approximately 18,400 square foot commercial building with adjacent surface parking, in an amount up to $11,000,000 (collectively, the “Facilities”) ; and (b) paying costs of issuance and other related transaction costs in connection with the issuance of the Obligations . The Borrower is an organization described in Section 501(c)(3) of the Code and will own and operate the Facilities in connection with its mission of providing high quality and compassionate medical, dental, women’s health, behavioral health, and vision care services to those who are under-served, uninsured, or under-insured.The Obligations will be paid entirely from repayments by the Borrower under the Loan Agreement. The Obligations will not be deemed to constitute a debt or liability of the County of Riverside (the “County”), the State of California (the “State”) or any political subdivision thereof but will be payable solely from the funds provided therefor by the Borrower. The Issuer will not be obligated to pay the principal of the Obligations, or the redemption premium, if any, or interest thereon, except from funds provided from loan repayments by the Borrower. Neither the faith and credit nor the taxing power of the County, the State, or any other political corporation, subdivision or agency of the State is pledged to the payment of the principal of, premium, if any, or interest on, the Obligations, nor shall the County, the State or any other political corporation, subdivision or agency of the State be liable or obligated to pay the principal of, premium, if any, or interest on, the Obligations.The Public Hearing described herein will commence at 9:30 a.m. Pacific Time or as soon thereafter as the matter can be heard, in the County of Riverside Board Chambers, 4080 Lemon Street, 1 st Floor, Riverside, California 92501. Interested persons wishing to express their views on the issuance of the Obligations or on the nature and location of the Facilities proposed to be financed and refinanced may attend the Public Hearing or, prior to the time of the hearing, submit written comments.
