The Federal Aviation Administration (FAA) announces that a Draft Supplemental Environmental Assessment (EA) for the Construction of a New Airport Traffic Control Tower (ATCT) and Base Building at Sacramento International Airport (SMF) is available for public review and comment. In 2013, the FAA published a Final EA and Finding of No Significant Impact/Record of Decision for the replacement ATCT and administrative base building; however, the proposed project did not receive funding was placed on hold until it was funded in 2025. The Draft Supplemental EA considers the conditions and potential environmental impacts to replace the FAA-owned SMF ATCT and base building with a new modern facility. Commissioned in 1967, the existing ATCT is outdated and a replacement ATCT would enable the installation of modern and required air traffic control equipment. The replacement ATCT and base building would provide adequate space and an enhanced work environment for FAA personnel, lower operating costs, and improve environmental performance for energy consumption due to its efficient design. The Draft Supplemental EA analyzes the potential environmental impacts that may result from construction and operation of the proposed new ATCT and base building and decommissioning and removal of the existing ATCT and base building, as well as a no action alternative (i.e., not constructing and operating the new ATCT). The FAA has determined that the Proposed Action constitutes a Federal undertaking subject to compliance with Section 106 of the National Historic Preservation Act (NHPA) and its implementing regulations (36 CFR part 800), and Section 4(f) of the U.S. Department of Transportation Act (23 C.F.R. § 138) and its implementing regulations. This notice announces the opportunity for the public to comment on the FAA's efforts to comply with the NHPA and National Environmental Policy Act. The Draft Supplemental EA is available for review on the FAA project website at http://www.faa.gov/air_traffic/atf. The FAA is accepting written comments on the project until close of business on May 4, 2026. Written comments may be sent to Patrick Walsh, Lead General Engineer at Patrick.Walsh@faa.gov.
