Public hearing on proposed changes to RM3 funding and project scopes.

Metropolitan TransportationCommission Notice of Public Hearing In June 2018, Bay Area voters approved Regional Measure 3 (RM3), a toll increase on the region's state-owned toll bridges by $1 beginning Jan. 1, 2019, by another $1 in January 2022, and a final $1 increase in January 2025. In fiscal year 2025-26, the RM3 toll revenue is expected to generate approximately $337 million in funding for specified capital and operating projects to reduce traffic congestion in the region. Pursuant to Section 30914.7(e) of the California Streets and Highways Code, the Metropolitan Transportation Commission (MTC) is required to consult with the project sponsor and hold a public hearing in advance of consideration of action to program or reassign RM3 funds to a new or other project or modify the project's scope. MTC proposes modifying the scopes of Projects 13, 25, 32, 33, and 34. These proposed changes are within the same bridge corridor or for investments consistent with the intent of RM3. At its regularly scheduled May 13, 2026, meeting, MTC's Programming and Allocations Committee will hold a public hearing on the proposed change to the RM3 capital program described in MTC Resolution No. 4621, Revised, and summarized below: Project No. 13, Transbay Rail Crossing Current Total RM3 Funding: $50 million Proposed Total RM3 Funding: $50 million Proposed Funding Change: $0 Action: Modify scope to provide accommodation of additional Bay Area Rapid Transit District rail service in the Bay Bridge corridor and remove reference to a second transbay crossing. Project No. 25, Richmond-San Rafael Bridge Access Improvements Current Total RM3 Funding: $210,000,000 Proposed Total RM3 Funding: $210,000,000 Proposed Funding Change: $0m Action: Modify scope to update the project description affecting Marin County. Project No. 32, Byron Highway-Vasco Road Airport Connector Current Total RM3 Funding: $10,000,000 Proposed Total RM3 Funding: $10,000,000 Proposed Funding Change: $0 Action: Modify scope to clarify and expand eligible phases of work. Project No. 33, Vasco Road Safety Improvements Current Total RM3 Funding: $15,000,000 Proposed Total RM3 Funding: $15,000,000 Proposed Funding Change: $0 Action: Modify scope to clarify and expand eligible phases of work. Project No. 34, East Contra Costa County Transit Intermodal Center Current Total RM3 Funding: $15,000,000 Proposed Total RM3 Funding: $15,000,000 Proposed Funding Change: $0 Action: Modify scope to clarify and expand eligible phases of work.
