NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that pursuant to Article 4, Section 13.12.290, of the South El Monte, California Municipal Code, and California Health & Safety Code Sections 5470 et seq. the City Council of the City of South El Monte will hold a public hearing on Tuesday, July 7th, 2026, at 6 p.m. or thereafter to consider Special Assessment against property owners for unpaid delinquent trash collection fees, in the City Council Chambers at 1415 Santa Anita Avenue, South El Monte, CA 91733. Athens Services has identified properties within City boundaries as having a balance due for trash collection fees for one or more billing periods between April 2025 and March 2026. Pursuant to the California Health and Safety Code and City Municipal Code Section 13.12.290, the City is proposing to place delinquent accounts for trash collection charges on the Los Angeles County tax roll for collection with the City's General Property Taxes and has prepared and filed a written report describing each delinquent parcel of real property with the City Clerk, and available for inspection during the City's business hours. This notice is being mailed to the owner on record of each identified parcel with unpaid delinquent trash collection fees. The public hearing will consider all oral testimony and written protests to levy Special Assessment against parcel property for unpaid delinquent trash collection fees. The City of South El Monte, California Municipal Code requires that all commercial businesses and residential dwellings subscribed to trash collection services and payment for such services shall be paid directly to the City's franchised hauler. If trash collection fees are delinquent by July 7th, the total sum of unpaid delinquent charges and penalties for trash collection services, plus City administrative and assessment charges of $75, will be placed as a lien on the property. The report of property owners with delinquent charges is on file with the City Clerk's Office. Any record of owner of a property subject to Special Assessment may submit a written protest to the proposed Special Assessment; provided, however, only one protest will be counted per identified parcel. Any written protest must: (1) state that the identified property owner is in opposition to the proposed Special Assessment; (2) provide the location of the identified parcel (by assessor's parcel number or street address) and if available, please provide the Athens account number; and (3) include the name and signature of the property owner submitting the protest. If the person submitting the written protest is the owner of record but was not shown on Los Angeles County's last equalized assessment roll as the property owner, that person must provide written evidence that the person is the property owner. Written protests may be submitted by mail or in person and must be received (not postmarked) by the City Clerk's Office, prior to the close of the public comment portion of the Public Hearing on July 7th, 2026. Oral, telephonic and email protests will not be accepted. Please identify on the front of the envelope for any protest, Public Hearing on Delinquent Trash Collection Fees. All interested persons are invited to attend the public hearing and express their opinions before the City Council.
