La Jolla Tribe seeks funds for housing project with no significant environmental impact.

COMBINED NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND INTENT TO REQUEST RELEASE OF FUNDS La Jolla Tribe All Mission Indian Housing Authority 27368 Via Industria, Suite 113, Temecula, CA 92590 This Notice shall satisfy the abovecited two separate but related procedural notification requirements. REQUEST FOR RELEASE OF FUNDS On or about April 27, 2026 the La Jolla Tribe will submit a request to HUD for the release of Indian Community Development Block Grant (ICDBG funds) under the Title I of the Native American Housing Assistance and SelfDetermination Act 1996 and the Indian Community Development Block Grant funds through an appropriation of the Community Development Block Grant formula in title 1 of the Housing and Community Development Act of 1974, as mentioned, to undertake a project known as La Jolla Infrastructure and Improvements for up to 8 new lowincome residential housing located. Infrastructure: for the purpose of extending the water & electrical lines to future home sites. Project will also include the crushing of rocks /boulders on a storage site that were accrued from an installation of a 80,000 gallon water tank. The crushed rocks will service up to 8 new homes, access roads, grading and recompaction of housing pads. All work will be located on the La Jolla Indian Reservation, San Diego County. The total estimated cost of the project is $1,280.312.50. FINDING OF NO SIGNIFICANT IMPACT The Tribe has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file in the All Mission Indian Housing Authority, 27368 Via Industria, Suite 113, Temecula, CA, and may be examined or copied weekdays 8:00 a.m. to 4:30 p.m. PUBLIC COMMENTS Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Executive Director, All Mission Indian Housing Authority. All comments received by April 25, 2026 will be considered by the Tribe prior to authorizing submission of a request for release of funds. Commentators should specify which part of this Notice they are addressing. RELEASE OF FUNDS The Tribe certifies to HUD that Wesley Ruise, Jr. in his capacity as Tribal Chairman consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Tribe to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the La Jolla Tribe's certification for a period of fifteen days following the anticipated submission date of its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer or other officer of the Tribe approved by HUD; (b) the La Jolla Tribe has omitted a step or failed to make decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD, South West Office of Native American Programs, at One North Central Avenue, Suite 600, Phoenix, AZ 85004.
