NOTICE OF PUBLIC HEARING BEFORE THE VENTURA COUNTY AIR POLLUTION CONTROL BOARD FOR CONSIDERING THE ADOPTION OF AMENDMENTS TO AIR POLLUTION CONTROL DISTRICT RULE Rule 74.22, Natural Gas-Fired, Fan-Type Central Furnaces NOTICE IS HEREBY GIVENthat a public hearing will be held before the Air Pollution Control Board of Ventura County to consider adoption of amendments to Rule 74.22. STAFF IS PROPOSING amendments to Rule 74.22 to lower the nitrogen oxides (NOx) emission limit for natural gas-fired, fan-type central furnaces. Effective December 9, 2026, new or replacement furnaces purchased or installed in Ventura County must meet the proposed NOx emission limit of 14 nanograms per joule of heat output (ng/J). Furnaces which emit higher than 14 ng/J may be used as long as necessary if they have been purchased and installed before December 9, 2026. The proposed revisions will also update furnace certification test methods and allow manufacturers to submit to the Air Pollution Control District a valid certification from the South Coast Air Quality Management District in lieu of the required information set forth in the rule. INFORMATION REGARDING THE PROPOSED RULE AMENDMENTS, including the analysis required by Health and Safety Code Section 40727.2, is available for review by any interested party at the Air Pollution Control District office located at 4567 Telephone Road 2nd Floor, Ventura, California, 93003 during normal business hours (Monday through Friday, 8 a.m. to 5 p.m. excluding holidays). The information is also available on the district website at https://www.vcapcd.org/. Written comments on Rule 74.22 may be addressed to Do Young Maeng at the district office or by email or phone: doyoung@vcapcd.org, 805-303-3662. Comments should be received no later than June 2, 2026. AS A RESULT of the public hearing, the Air Pollution Control Board (1) may adopt the rule amendments as proposed by staff, or (2) may not adopt the rule amendments. Staff recommends the board adopt the proposed revisions.
