YOLO LOCAL AGENCY FORMATION COMMISSION NOTICE OF PROTEST HEARING Notice is hereby given that on Tuesday, May 26, 2026, at 5:30 pm, the Yolo Local Agency Formation Commission (LAFCo) Executive Officer will conduct a Protest Hearing at the Elkhorn Fire Station, 19756 Old River Road, West Sacramento, CA to consider the following matter: Elkhorn Fire Protection District (FPD) and County Service Area 9 (CSA 9) Reorganization into the Springlake FPD (LAFCo #24-02) The above proposal was conditionally approved by Yolo LAFCo at a noticed hearing held on April 23, 2026. The proposal involves dissolving Elkhorn FPD and CSA 9 and annexing both territories into Springlake FPD (see map). These actions would consolidate contracted fire protection services under Springlake FPD. The proposal was initiated by resolution of the Elkhorn FPD Board of Directors, as modified by LAFCo. The terms and conditions of the resolution designate Springlake FPD as the successor of Elkhorn FPD and CSA 9's responsibilities, assets, liabilities, contracts, and revenues. Springlake FPD shall retain Elkhorn FPD's existing Prop 218 assessment and extend Springlake FPD's assessment to the territory of CSA 9. Elkhorn FPD is restricted from increasing compensation or incurring new financial obligations beyond its current budget, and any employee/volunteer agreements shall be terminated upon the effective date of Reorganization. The purpose of the Protest Hearing is to allow both landowners and registered voters within the affected territory the opportunity to submit written protest to the proposal. Qualifying individuals may submit written protest as both a landowner and registered voter but must use a separate form for each protest. Written protests must be filed with LAFCo before the conclusion of the protest hearing. A valid protest includes submitting, before the Protest Hearing, written protest by mail, e-mail, or hand-delivered, so long as it is received by LAFCo at 625 Court Street, Suite 107, Woodland, California 95695 by 3:00pm on Tuesday, May 26, 2026, the day of the protest hearing. All other protests must be hand delivered to LAFCo staff at the protest hearing scheduled for Tuesday, May 26, 2026, at 5:30 pm, at the Elkhorn Fire Station, 20508 Old River Road, West Sacramento, CA before such hearing is closed. Each written protest shall state whether it is made by a landowner or registered voter. It shall also identify the property location or assessor's parcel number(s) (for landowner protest) or residence address (including street number where applicable) (for registered voter protest) and be signed and dated. All signatures must be dated after the publication of the protest hearing notice per Government Code 57051 (i.e., on or after April 30, 2026). Only valid protests will be considered.
