All interested parties are hereby notified that the Town of Bay Harbor Islands (the "Town") is seeking qualified, experienced, and licensed firm(s) to provide Professional Engineering Services, in accordance with the terms, conditions, and specifications contained in the Request for Qualifications (RFQ).
The selected Consultant shall furnish all expertise, personnel, and resources necessary to perform professional services for the planning, design, permitting, and bidding-phase support of the bridge replacement project, in accordance with all applicable Federal, State, and Local regulations.
Consultant(s) must be registered and licensed to practice engineering in the State of Florida, and must demonstrate substantial experience in major bridge design projects of similar scope and complexity.

This solicitation will follow the Qualifications-Based Selection (QBS) process established by the Consultants' Competitive Negotiation Act (CCNA), Florida Statutes  287.055. No pricing information shall be requested or considered until negotiations commence with the top-ranked firm.

All Statements of Qualifications (SOQs) must be submitted in sealed envelopes to the Town Clerk on or before June 8, 2026, at 3:00 p.m. local time. Immediately thereafter, Submittals will be received and reviewed in accordance with the RFQ requirements. The Town assumes no responsibility for Submittals not properly marked. Any Submittal received after the Submittal Deadline will not be accepted. The Town's normal business hours are Monday through Friday, 9:00 a.m. through 5:00p.m. excluding holidays observed by the Town. 
The Town reserves the right to reject any or all Submittals and to waive informalities, except timely submission of Submittals, in any Submittals received, to re-advertise for Submittals or to take any other such actions that may be deemed in the best interests of the Town.

The Town hereby provides notice to all proposers of the imposition of a Cone of Silence for this solicitation, as set forth in Section 2-1.4 of the Town Code. "Cone of Silence," as used herein, means a prohibition on communication regarding a competitive bid or solicitation including, but not limited to, a particular Request for Qualifications ("RFQ") between (1) A potential respondent, vendor, service provider, proposer, bidder, lobbyist, or consultant, and (2) Town Council Members, Town's staff including, but not limited to, the Town Manager and his or her staff, and any member of the Town's selection or evaluation committee.
