Request for Proposals Immokalee Water and Sewer District RFP No. FY2026-01 Grant Administration and Environmental Review Services Consultant for Federally Funded Community Development Block Grant ? Disaster Recovery (CDBG-DR) Rebuild Florida Infrastructure Repair Program The Immokalee Water and Sewer District (District) is seeking proposals from qualified professional firms with demonstrated experience in administering the Community Development Block Grant ? Disaster Recovery (CDBG-DR) program, specifically the CDBG-DR Rebuild Florida Infrastructure Repair Program to serve as the Infrastructure Project's Grant Administrator. As part of the scope of services, the selected firm will be required to conduct and complete an Environmental Review Record (ERR) in compliance with all applicable U.S. Department of Housing and Urban Development (HUD) and Florida Commerce policies, as well as the National Environmental Policy Act (NEPA). The Grant Administrator has the option to subcontract the ERR Scope (if needed) to a vendor that meets requirements as outlined in the RFP. The District has been awarded a grant in the amount of $10,823,000.00 from Florida Commerce under the federally funded CDBG-DR Rebuild Florida Infrastructure Repair Program. The District will use the grant funds to modernize the existing headworks facility (headworks 1 & 2) and construct a new 5-million-gallon equalization (EQ) basin to provide surge storage during storm events, and for grant administration, and environmental and engineering services. The District will be issuing a separate solicitation document for engineering services for the Infrastructure Project. The successful respondent under this RFP is not eligible to submit or to be a subcontractor under the solicitation for the Infrastructure Project engineer. Consultants providing grant administration services must demonstrate compliance with the rules and regulations of the District and other agencies as applicable for the project. The District reserves the right to withdraw and cancel this solicitation at any time, without liability to any respondent or prospective respondent. An information packet containing the RFP documents and requirements will be available for download from the District's website at www.immokaleewatersewer.com and on DemandStar at www.DemandStar.com for no charge beginning on May 5, 2026, at 9:00 AM. Questions regarding the RFP must be directed by email to Sarah Catala at SarahCatala@immokaleewatersewer.com using "Question Re: RFP FY2026-01 Administration and ERR Services Consultant for CDBG-DR Program" as the subject line no later than May 19, 2026, at 12:00 PM. All responses to questions and addenda, if any, will be posted on the District's website and on DemandStar. Respondents shall submit 1) a pdf of the response by email to SarahCatala@immokaleewatersewer.com or 2) one (1) original response and five (5) copies in a sealed envelope along with a flash drive to the IWSD Administration Office, 1020 Sanitation Road, Immokalee Florida, 34142 on or before June 8, 2026, at 12:00 PM. The response must be clearly marked as "Response to RFP FY2026-01 Administration and ERR Services Consultant for CDBG-DR Program" as the subject line of the email or on the outside of the sealed envelope, which shall also include the respondent's return address.
