Full Contract Management, Operations,
and Maintenance Program
I. General
The Town of Ponce de Leon is seeking Statements of Qualification (SOQs) from firms capable of operating and maintaining its water and wastewater facilities. The scope of work includes full service contract operations and maintenance (O&M) of the following facilities and departments:
o 0.075-mgd wastewater treatment plant
o 18 Lift stations
o 0.864-mgd water treatment plant
o Two (2) potable water wells
o Elevated storage / Water Tower
The objective of this full-service contract operations project is to effectively and efficiently operate, maintain, and manage the Town's water and wastewater treatment facilities. The objective is to operate in full compliance with all applicable regulations, statutes, and local ordinances; and, maintain the assets to reliably treat water and/or wastewater while seeking to improve the assets' useful life cycles; and consider innovations to lower the capital and operating costs of any and all aspects of operations. To be considered for evaluation proposers must demonstrate financial strength and highly relevant experience operating similar facilities. Statements of Qualifications (SOQs) must also be received by June 2nd 2026, 2 p.m. local time, SOQs received after this deadline will not be considered. Five (5) copies of the SOQ shall be mailed or hand delivered to the attention of Jessica Harris, Town Clerk, at the following address:
