BOARD OF COUNTY COMMISSIONERS BAY COUNTY, FLORIDA INVITATION TO BID The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to replace old SLC500s and associated I/O modules with new ControlLogix or CompactLogix PLCs and associated I/O modules at the Bay County Military Point Advanced Water Treatment (MPAWT) Plant located at 100 Lagoon Road, Tyndall Air Force Base, FL 32403 in accordance with the Scope of Work Exhibit 2. Vendors shall be Florida licensed General Contractor. Sub-Contractors shall be Florida licensed in their trade. Vendors shall identify subcontractors that are providing services requiring a license under Florida law. Bids may be deemed nonresponsive if not accompanied by proof of any required State of Florida license. A MANDATORY Site Visit will be held at 10:00 am (CDT) Tuesday, May 19, 2026 at the Bay County Military Point Advanced Water Treatment Plant located at 100 Lagoon Road, Tyndall Air Force Base, FL 32403. Note: Any vendor wishing to attend the site visit will be required to report in at the Tyndall AFB Visitor Center prior to attending the site visit. All of the vendors employees attending the site visit must possess a valid drivers license to obtain a visitor pass. Please allow ample time for processing, as wait times for visitor passes may vary. Please contact the purchasing department by email purchasing@baycountyfl.gov no later than May 18, 2026, to provide the names of the vendor representatives who will be attending the site visit. For the vendor awarded the contract, Tyndall AFB will require all of the vendors employees to successfully pass a background check. Employees will be required to provide a valid drivers license and social security number as part of the background check process. Note: Respondents shall attend the site visit. Any respondent who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize respondents with the project. All respondents must be present and signed in prior to the start of the Mandatory Site Visit. The convener of the meeting will collect the sign in sheet(s) and the meeting will Officially start. Anyone not signed in at the Official start of the meeting will be considered late and will not be allowed to propose on the project. No questions shall be asked at the site visit. All questions shall be submitted in writing to the Bay County Purchasing Office. Sealed Bids for ITB NO: 26-41 Bay County Military Point Advance Wastewater Treatment Plant Project Logic Controller Replacement will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 2:00 pm (CDT) Tuesday, June 9, 2026. Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.
