NOTICE OF INTENT TO ADOPT A PROPOSED RULE 2026-01

In accordance with Chapters 190 and 120, Florida Statutes, the Rancho Grande Community Development District ("the District") hereby gives the public notice of its intent to adopt its proposed Rule 2026-01 General and Procedural Rules.
The purpose and effect of the proposed Rule 2026-01 General and Procedural Rules is to provide for efficient and effective District operations.  Prior notice of the rule development was published in the Miami Herald on February 11, 2026   
The proposed Rule 2026-01 General and Procedural Rules will address the Board of Supervisors, officers, voting, meetings and workshops, the District Manager, inspection of public records, rulemaking proceedings, decisions determining substantial interest, implementation of the Consultants' Competitive Negotiation Act, the purchase of goods, supplies, materials, insurance, maintenance, construction and contractual services, and bid protests, as well as the general operation of the District.
Specific legal authority for the General and Procedural Rules, and the provisions of the Florida Statutes being implemented, includes Chapter 190, Florida Statutes, generally, and Sections 190.011(5), 120.54 and 120.081, Florida Statutes, specifically.
Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice.
IF REQUESTED WITHIN TWENTY-ONE (21) DAYS OF THE DATE OF THIS NOTICE, A HEARING WILL BE HELD AT THE TIME, DATE, AND PLACE SHOWN BELOW (IF NOT REQUESTED, THIS HEARING WILL NOT BE HELD):

A request for a public hearing on the District's intent to adopt its proposed Rule 2026-01 General and Procedural Rules must be made in writing to the District Manager at 5385 N. Nob Hill Road, Sunrise, Florida 33351 and received within twenty-one (21) days after the date of this Notice.
If a public hearing is requested, this public hearing may be continued to a later date, time and place to be specified on the record at the hearing.  If anyone chooses to appeal any decision of the Board with respect to any matter considered at a public hearing held in response to a request for such a public hearing, such person will need a record of proceedings and should accordingly ensure that a verbatim record of proceedings is made which includes the testimony and evidence upon which such appeal is based.  
If a public hearing is requested, one or more Supervisors may participate in the public hearing by telephone.  At the above location, if a public hearing is requested, there will be present a speaker telephone so that any interested party can attend the public hearing at the above location and be fully informed of the discussions taking place either in person or by speaker telephone device.
