LEGAL NOTICE NOTICE OF SALE / LEASE / TRANSFER OF PROPERTY LOCATED IN THE COMMUNITY REDEVELOPMENT AREA BY THE CITY OF PORT ST. LUCIE, FLORIDA Notice is hereby given pursuant to Section 163.380(3)(a), Florida Statutes, that the City of Port St. Lucie, Florida (City), owner of property located within the Walton & One development in the City, listed by folio number at the bottom of this notice, intends to sell, lease, or otherwise transfer said property for a hotel use pursuant to the Citys Request for Proposal (RFP) #20260136 on or after (March 22, 2026). Pursuant to Section 163.380(3)(a), Florida Statutes, prior to the execution of any contract to sell, lease, or otherwise transfer any real property in a community redevelopment area, the City shall give public notice of such proposed sale, lease, or transfer by publication in a newspaper having a general circulation in the community, at least 30 days prior to the execution of any contract to sell, lease, or transfer. The advertisement must invite proposals from, and make all pertinent information available to, private redevelopers or any persons interested in undertaking to redevelop or rehabilitate the community redevelopment area or any part thereof. Such notice shall identify the properties and shall state that proposals must be made by those interested within 30 days after the date of publication of the notice, and that such further information as is available may be obtained at the location designated in the notice. The City shall consider all such redevelopment or rehabilitation proposals and the financial and legal ability of the persons making such proposals to carry them out. The City may negotiate with any persons for proposals for the sale, lease, or transfer of any real property acquired by it in the community redevelopment area. The City will accept such proposals as it deems to be in the public interest and in furtherance of Chapter 163, Part Ill, Florida Statutes. The City recommends that any proposals relating to a hotel use be submitted pursuant to RFP #20260136. Any proposals not relating to a hotel should be sent to Nathaniel Rubel at 121 SW Port St. Lucie Blvd, Port St. Lucie, Florida 34984, or NRubel@CityofPSL.com on or before [March 21, 2026]. Further, Section 163.380(2), Florida Statutes, requires that such real property be conveyed at a value determined to be in the public interest for uses in accordance with the community redevelopment plan and in accordance with such reasonable disposal procedures as the local government or the community redevelopment agency may prescribe. In determining that the sale, lease, or transfer amount of the real property is in the public interest and that the proposed use is in compliance with the community redevelopment plan, the local government or the community redevelopment agency will take into account and give consideration to: 1. The long-term benefits to be achieved by the community redevelopment agency based on the proposed use when compared to any potential short-term losses or costs in the sale, lease or transfer of such real property; and 2. The appraised value; and 3. The uses provided for in the community redevelopment plan and any other pertinent redevelopment or land use plans; and 4. The restrictions upon the property, and any covenants, conditions, and obligations assumed as the result of the sale, lease or transfer of the property. In the event the valuation associated with the sale, lease or transfer of the real property is less than the appraised value, such disposition requires that any such proposal may include a right of repurchase of the properties at the conveyance price. The City may further negotiate terms and conditions of the sale, lease or transfer of the properties. The City may accept such proposal as it deems to be in the public interest and in furtherance of the purposes of Chapter 163, Part III, Florida Statutes. FOLIO NUMBER 3435-803-0023-000-7, further described as City Center 1st Replat (60-16) Lot 16; and FOLIO NUMBER 3435-803-0024-000-4, further described as City Center 1st Replat (60-16) Lot 17; and FOLIO NUMBER 3435-803-0025-000-1, further described as City Center 1st Replat (60-16) Lot 18; all located in Port St. Lucie, St. Lucie County, Florida. According to the St. Lucie County Property Appraiser, the current approximate Just/Market Value of the above noted tracts totaling .99+/- acres is $492,800. An independent appraisal of the real property identified in this notice was completed in February 2025, identifying an appraised value of $1,070,000. Anyone for or against this property sale, lease or transfer, will be given the opportunity to speak at the public hearing in which the sale, lease or transfer is brought forward. ANY PERSON WISHING TO APPEAL ANY DECISION MADE BY THIS BOARD OR COMMITTEE WITH RESPECT TO ANY MATTER CONSIDERED AT SUCH MEETINGS OR HEARINGS WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSES MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDING IS MADE, WHICH RECORD INCLUDE THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS MADE.
