LEGAL ADVERTISEMENT GADSDEN COUNTY BOARD OF COUNTY COMMISSIONERS RFQ 26-07 Request for Qualifications for Professional Construction Management at Risk (CMAR) Services for the Public Safety Complex ADVERTISEMENT BEGIN DATE: February 20, 2026 RELEASE DATE: February 20, 2026 MANDATORY PRE-BID MEETING: March 3, 2026 @ 10:00 AM EST Location: Gadsden County Sheriffs Office EOC 339 E. Jefferson Street, Quincy, FL 32351 PROPOSALS DUE TO BOCC: March 24, 2026 @ 3:00 PM EST Sealed proposals will be received at the Gadsden County Purchasing Office, 5B East Jefferson Street, Rm 204, Quincy, FL 32351 until Tuesday, March 24, 2026 @ 3:00 PM EST. All proposals will be opened and read aloud on Tuesday, March 24, 2026 @ 3:15 PM EST. Proposals received after said time will be returned unopened. The principal features of this procurement by the County are known as: Professional Construction Management at Risk (CMAR) Services for the Public Safety Complex. The specifications of the procurement are stated in RFQ 26-07. The RFQ 26-07 and any addendum issued will be posted on the Countys website at www.gadsdencountyfl.gov or can be obtained by contacting the Countys Procurement Office at procurement@gadsdencountyfl.gov. A person or affiliate who has been placed on the convicted Respondent list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes for a period of 36 months from the date of being placed on the convicted Respondent list. The Gadsden County Board of County Commissioners reserves the right to waive informalities in any bid; reject any or all proposals, in whole or in part; re-bid a project, in whole or in part; and to accept a proposal that in its judgment is the lowest and best bid of a responsible bidder with all decisions being made based upon what Gadsden County believes to be the best interests of its ratepayers, in the reasonable exercise of its discretion. Gadsden County further reserves the right to increase or decrease quantities as may be required to meet the needs of Gadsden County, at the unit price which was bid.
