NOTICE TO BIDDERS Notice is hereby given that the Tri-County Airport Authority will receive sealed bids at the Tri-County Airport, 1983 Tri-County Airport Road, Bonifay, Florida 32425 (850-703-6808) until1:30 pmlocal time onFriday, April 24, 2026, for the PAPI Replacement project at Tri-County Airport, Bonifay, Florida. Bids must be submitted in a sealed enveloped clearly marked BID ENCLOSED: PAPI Replacement; Tri-County Airport. Bids will be opened at the Tri-County Airport in the Airport Terminal Building on Friday, April 24, 2026, at 1:30 pm CT. Bids will be publicly opened and read aloud. The project consists of providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to, the following: Construction to replace Precision Approach Path Indicator (PAPI) units on both ends of Runway 1-19. The time of completion for the work is anticipated to be up to 180 calendar days to achieve Substantial Completion. Exact time requirements are defined in the Instructions to Bidders. On and after Wednesday, March 24, 2026, Bid Documents will be available electronically and may be obtained by contacting Virgil C. Lee Lewis, P.E., AVCON INC, 320 Bayshore Drive, Suite A, Niceville Florida, 32578, 850-678-0050, vclewis@avconinc.com. A complete examination and understanding of the drawings and specifications contained in the Bid Documents is necessary in order for the Bidder to properly submit a Bid. The Bid Documents also include a detailed set of Instructions to Bidders. All Bids shall be prepared in accordance with the Instructions to Bidders. The failure to comply with any requirement contained in the Bid Documents may result in the rejection of the Bid as non- responsive or a finding that the Bidder is not qualified for this Project. A non-mandatory PreBid Conference will be conducted at the Airport Terminal at Tri-County Airport on Tuesday, April 14, 2026 at 3:00 p.m. local time (CDT). Questions relating to the Project Documents will be answered at that time. Attendance by prospective prime contractors is strongly recommended. A Bid Security in the amount of five percent (5%) of the sum of the Total Bid Price will be required for this Project. Exact Bid Guarantee period requirements are defined in the Instructions to Bidders. All Bidders are hereby notified that they must comply with: 1) the Disadvantaged Business Enterprise (DBE) requirements of 49 CFR Part 26, as referenced in the Owner's Disadvantaged Business Enterprise Participation Program and Affirmative Action requirements; 2) the Buy American requirements imposed by 49 USC 50101; 3) the minimum prevailing wage rates established by the Secretary of the U.S. Department of Labor (Davis Bacon requirements); 4) Certification Regarding Lobbying Pursuant to 49 CFR Part 20 for Contracts, Grants, Loans, and Cooperative Agreements; 5) Certification Regarding Debarment, Suspension, Ineligibility And Voluntary Exclusion (2 CFR Part 1200 and 2 CFR Part 180); and 6) Certification Regarding Foreign Trade Restriction. Tri-County Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises and airport concessions disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The DBE Participation Goal for this Contract is 0%. Funding for this project is being provided by the Federal Aviation Administration and the Florida Department of Transportation and will be subject to all applicable County requirements. Tri-County Airport Authority reserves the right to reject any and all bids, to waive any technical or legal deficiencies and to accept any bid that it may deem to be in the best interest of the City. No bidder may withdraw his/her bid for a period of 150 calendar days following the bid opening.
