NOTICE TO RECEIVE SEALED BIDS CITY OF VERNON CDBG-CV / COMMUNITY CENTER RENOVATION The City of Vernon will receive sealed bids from any qualified person, company or corporation interested in providing construction services to renovate the City of Vernons Community Center to enable the facility to provide medical and outreach services for a wide variety of needs. The project will include renovation of a 9,919 square foot building. The project is federally funded with Community Development Block Grant Coronavirus Aid, Relief, and Economic Security Act (Pub. L. 116136) (CARES Act) through the U.S. Department of Urban Development (HUD) and awarded by the State of Florida Department of Commerce (formerly DEO) to the City of Vernon under CDBG-CV Agreement number 22CV-S36. Plans and specifications can be obtained from Forefront Architecture and Engineering. Electronic PDF copies of the Plans and Specifications may be obtained at no cost by emailing the projects registered architect at khinep@ff-ae.com, and requesting bid documents for Sealed Bid 22CV-S36 Vernon CDBG-CV Community Center. Printed sets of the Plans and Specifications may be obtained at the office of Forefront Architecture and Engineering at 1230 Oakely Seaver Drive, Suite 100,Clermont Florida 34711. The cost for hard copies of the Plans and Specifications will be $250.00 per set and is non-refundable. Checks should be made payable to FOREFRONT ARCHITECTURE AND ENGINEERING. Bids must be accompanied by a bid bond, or another form of security in an amount equal to or greater than five percent (5%) of the bid amount. For questions and clarifications, please contact Khine Pwint at (352) 708-7024 or khinep@ff-ae.com. by March 3, 2026. Completion date for this project will be 150 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $1,000.00 per day. Please indicate on the envelope this is a Sealed Bid 22CV-S36 Vernon CDBG-CV Community Center. Bids will be received until 4:30 PM central time on March 10, 2026, at the City of Vernon City Hall, 2808 Yellow Jacket Drive Vernon, FL 32462. All bids must be received by the City of Vernon prior to the bid deadline date and time to be considered. Bids will be opened and read aloud on March 10, 2026 at 5:00 PM central time, immediately after the deadline. The Bid will be awarded to the lowest, most responsive and responsible bidder. The City of Vernon reserves the right to reject any and all bids. All Bids shall remain firm for a period of sixty days after the opening. All bidders shall comply with all applicable Federal, State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. This project is federally funded and must be implemented in compliance with all federal requirements, including but not limited to Davis-Bacon, Anti-Kickback, Contract Work Hours and Safety Standards Act, Section 3, and 2 CFR 200. RESPONSIBLE VENDOR DETERMINATION The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes. Respondents are hereby notified that Section 287.05701, Florida Statutes, requires that the City may not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor.
