Advertisement for Bids, Pre-Bid Meeting, and Pre-qualification of Bidders Project: Church Building Renovation & Addition Owner: Trinity United Methodist Church, Panama City, FL Architect's Project Number: 24002 Sealed bids for the renovation and construction of the above-referenced project will be received by Trinity United Methodist Church on Tuesday, March 24, 2026 at 2:00 pm CT, in the Conference Room of Trinity United Methodist Church (4400 W. 19th Street, Panama City, FL 32405), at which time and place they will be publicly opened and read. Only contractors who have been pre-qualified and have a representative present at a mandatory Pre-Bid and Site Walkthrough Meeting scheduled for Tuesday, March 10, 2026 at 10:00 am CT at the location indicated above will be eligible to bid. Small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms are encouraged to participate. Only general contractors who have completed the pre-qualification process and are certified as qualified will be eligible to bid. Qualification and approval criteria may be obtained from the Architect upon written request. The Pre-qualification process is intended to identify responsible and competent general contractors relative to the requirements of the project. Completed applications for Prequalification must be received by the Architect by Tuesday, February 24, 2026 at 3:00 pm CT. No further requests will be considered after this date and time. The Owner reserves the right to waive technical errors in pre-qualification applications or abandon the pre-qualification process in whole or in part should the interests of the Owner appear to be promoted thereby. The project consists of the renovation of a +/- 3,858 SF area of an existing building and the construction of a +/- 3,201 SF addition on Trinity United Methodist Church's campus at 4400 W. 19th Street, Panama City, FL 32405. The addition will be a single-story, slab-on-grade and CMU structure with brick veneer, wood roof trusses, asphalt shingle roofing, and associated electrical, mechanical, plumbing, and fire alarm systems. Exterior improvements include a stormwater pond, drives, parking, sidewalks, ramps, fencing, irrigation, and landscaping. The estimated cost of construction is approximately $2,000,000. This project is funded by a Public Assistance Grant from the Federal Emergency Management Agency (FEMA Project No. 80448). As such, the applicable Federal procurement requirements of 2 CFR Part 200:318 through 200:326 shall apply to the submittal, opening, and award of bids. A Bid Bond payable to Trinity United Methodist Church in an amount not less than five percent (5%) of the total bid amount must accompany the Bid. Performance and Payment Bonds and Evidence of Insurance as required in the Bid Documents will be required at the signing of the Contract. Bids must be submitted on the Bid Form furnished in the Project Manual. General Contractors shall display their current license number on the outside of the sealed envelope in which the Bid is delivered. The Owner reserves the right to reject any or all bids and to waive technical errors if, in the Owner's judgement, the best interest of the Owner will thereby be promoted.
