NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Notice: April 17, 2026 Lake Worth Beach Community Redevelopment Agency (CRA) 1121 Lucerne Avenue Lake Worth Beach, FL 33460 Telephone: 561 493-2550 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Lake Worth Beach Community Redevelopment Agency. REQUEST FOR RELEASE OF FUNDS On or about May 5, 2026, the Lake Worth Beach Community Redevelopment Agency will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of funds under the Community Planning and Development Program, Pathways to removing Obstacles to Housing, as amended, to undertake a project known as: Tiered Environmental Review for Residential Properties Broad-Level Review & Site-Specific Compliance Strategy The project is intended to improve the overall quality of life for low- to moderate-income residents of Lake Worth Beach by removing barriers to affordable housing through policy and regulatory changes; dedicating funding for infrastructure improvements needed to support development of affordable housing; creating seed funds for production and preservation of affordable housing; and expanding established internal Homebuyer Club programs to include down payment assistance and expanded credit counseling. This Tiered Environmental Review evaluates environmental impacts at a broad programmatic level and establishes procedures for site-specific environmental compliance prior to commitment of funds for individual properties. FINDING OF NO SIGNIFICANT IMPACT The Lake Worth Beach Community Redevelopment Agency has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Lake Worth Beach Community Redevelopment Agency, 1121 Lucerne Avenue, Lake Worth Beach, FL 33460 and may be examined or copied weekdays 9:00 A.M. to 5:00 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Lake Worth Beach Community Redevelopment Agency. Comments may be submitted by mail to Lake Worth Beach CRA, 1121 Lucerne Avenue, Lake Worth Beach, FL 33460, or by email to cdabros@lakeworthbeachfl.gov. All comments received by May 5, 2026, will be considered by the Lake Worth Beach Community Redevelopment Agency prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The Lake Worth Beach Community Redevelopment Agency certifies to HUD that Sarah Malega (or her designee) in their capacity as Vice Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUDs approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Lake Worth Beach Community Redevelopment Agency to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the Lake Worth Beach Community Redevelopment Agencys certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Lake Worth Beach Community Redevelopment Agency; (b) the Lake Worth Beach Community Redevelopment Agency has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at CPDRROFMIA@hud.gov or U.S. Department of Housing and Urban Development, Miami Field Office, Community Planning and Development, 909 SE First Avenue, Room 500, Miami, Florida 33131.
