30133 LEGAL NOTICE: Pursuant to the Clean Water Act and federal pretreatment regulations, the Douglasville-Douglas County Water & Sewer Authority (DDCWSA) is required to annually publish the names of industrial users that were in Significant Noncompliance (SNC) with applicable pretreatment standards during the previous calendar year. Industrial User: Home Chef Reporting Period: Calendar Years 2024–2025 Significant Noncompliance (SNC) Significant Noncompliance (SNC) is determined based on wastewater discharge monitoring results evaluated over a six-month period. An industrial user is considered to be in SNC when sampling results meet one or more of the following criteria: Chronic Violations Chronic violations occur when a majority of samples exceed permitted limits during a six-month period. • Chemical Oxygen Demand (COD): 66 percent or more of samples exceed 500 mg/L • Biochemical Oxygen Demand (BOD): 66 percent or more of samples exceed 250 mg/L Technical Review Criteria (TRC) Violations TRC violations occur when elevated concentrations are observed in a significant portion of samples during a six-month period. • Chemical Oxygen Demand (COD): 33 percent or more of samples exceed 600 mg/L • Biochemical Oxygen Demand (BOD): 33 percent or more of samples exceed 350 mg/L • Total Phosphorus (T-Phos): 33 percent or more of samples exceed the applicable permit limit Industrial users meeting any of the above criteria are classified as being in Significant Noncompliance and are subject to public notification as required under the Pretreatment Program. No Chronic or TRC exceedances were observed for permitted parameters. Corrective Actions To address compliance issues, DDCWSA issued a Consent Order on March 17, 2025. In response, Home Chef installed and placed into operation a Moving Bed Biofilm Reactor (MBBR) and a Dissolved Air Flotation (DAF) system to address elevated dissolved pollutant concentrations. Based on post-installation monitoring data, DDCWSA believes that proper operation and maintenance of the MBBR and DAF systems will effectively control dissolved pollutant discharges. Since installation, Home Chef has demonstrated little to no exceedances of permitted parameters.
