COMBINED NOTICE NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Georgia Department of Community Affairs (Name of Responsible Entity) 60 Executive Park South, NE Atlanta, GA 30329-2231; (404) 520-4271 (Address, Zip Code and Telephone Number of Responsible Entity) Jessica Worthigton (Name of Acting Chief Executive Officer of Responsible Entity) These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Pinyan/Procida Development Group LLC REQUEST FOR RELEASE OF FUNDS At least one day after the end of the comment period the Georgia Department of Community Affairs (DCA) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program funds (Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990) for the following project: 1700 Drayton St. (Project Title or Name) Peter Procida, (203)561-5217, pprocida@procidacompanies.com (Name of Project Owner and Owner Contact) New Construction (Nature of Project) 1700 Drayton St. Savannah, Chatham, GA (Location-City, County, State of Project) $20,087,820.00 (Estimated Cost of Project) H.O.M.E at 1700 Drayton is an exciting opportunity to bring much needed affordable housing to Savannah's Thomas Square neighborhood. The project has been a public-private partnership from the start. It began when Pinyan/Procida Development Group, LLC (Pinyan/Procida) was selected by the City of Savannah to develop affordable housing on formerly City-owned land located at 1700 Drayton Street. Following a successful award of a HOME-ARP award and LIHTCs, Pinyan/Procida intends to develop a single site consisting of two buildings which will provide an aggregate of 41 units of affordable housing along with amenity and community space as well as 41 parking spaces. Of the 41 units, 29 (70%) will be set aside for individuals and households who are currently homeless (QP1), are at risk of homelessness (QP2 and QP4), or are fleeing domestic violence (QP3). The remaining 12 units will be set aside for Low-Income Households. The units will be a mix of studio, 1-bedroom, 2-bedroom, and 3-bedrooms, with ADA accessible units offered on the ground floor. As a result, the project will improve the lives of approximately 99 individuals. The buildings will be designed to Enterprise Green Communities (EGC) Standards and will come equipped with laundry equipment in each unit. The 1st floor of the north building will include a common area and an outdoor green area. The 1st floor of the south building will include a community room/business office and a fitness center. The project will provide a green public lane on E. 33rd lane that includes a pedestrian oriented entrance. Taken together, these building amenities provide formerly homeless and low-income residents with peaceful, healthy spaces in which they can thrive for years to come. At the same time, the green lane provides the neighborhood with a beautified space that integrates the housing into the community. FINDING OF NO SIGNIFICANT IMPACT The Georgia Department of Community Affairs (DCA) received an application in March 2025 for the award of federal HOME funding for the development of this project. DCA has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) prepared by DCA. This ERR is on file at DCA at 60 Executive Park South, N.E. Atlanta, GA 30329 by appointment only and may be examined or copied weekdays from 8:30 A.M. to 5:00 P.M. PUBLIC COMMENTS Any individual, group, or agency wishing to comment on the project or ERR may submit written comments to Jessica Worthington, from March 15, 2026 to March 30, 2026. All comments must be received within the fifteen (15) day comment period. RELEASE OF FUNDS DCA certifies to the HUD that Jessica Worthington in her capacity as Director, Office of Community Housing Development consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows DCA to use Program funds. OBJECTIONS TO RELEASE OF FUNDS Following its receipt of DCA's request for release of funds, HUD will accept objections to the release of funds or DCA certification for a period of fifteen days only if the objections are made on one of the following bases: (a) The certification was not executed by the Certifying Officer of DCA. (b) DCA has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58. (c) The grant recipient or other participants in the development process has committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD; or (d) Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Atlanta CPD Field Office at CPDRROFATL@hud.gov. Potential objectors should contact the Atlanta CPD Field Office via email to verify the actual last day of the objection period.
