Bids are being accepted for wastewater treatment plant improvements in Elgin.

NOTICE TO BIDDERS
The Fox River Water Reclamation District (the “District”) is accepting sealed Bids for the Primary Clarifier and Chlorine Contact Tank Improvements (the “Project”) at its North Plant, located at 571 Frazier Ave. Elgin, IL 60123 (the “Project Site”). 
The Project consists of: Removal, Disposal, and Replacement of clarifier equipment in three rectangular primary clarifiers, including but not limited to chains, flights, guides, drives, motors, weirs, scum troughs, handrails, and outdoor lights. Investigation and lining, repair, or replacement of primary sludge draw off lines. Mass grading, retaining wall, soil stabilization. Removal, disposal, and replacement of manual scum troughs in two chlorine contact tanks. All associated site utility work, grading, paving, electrical, systems integration, etc. to provide fully functional wastewater treatment plant infrastructure as shown in the plans and specifications. The anticipated Final Completion date for the Project is Wednesday June 30, 2027.
Sealed Bids will be received until 2 : 0 0 P M Central Time on Wednesday May 13th, 2026, on forms furnished by the District, at the Administration and Laboratory Building of the Fox River Water Reclamation District, 1957 North La Fox Street (Route 31), South Elgin, Illinois 60177. Immediately thereafter, the Bids will be publicly opened and read aloud. Each Bid shall be accompanied by Bid Security in an amount not less than ten percent (10%) of the Bid, payable to the Fox River Water Reclamation District. 
A mandatory Pre-Bid Conference will be held at the Administration and Laboratory Building of the Fox River Water Reclamation District, 1957 North La Fox Street (Route 31), South Elgin, Illinois 60177, on Wednesday April 22nd, 2026 at 10:00 AM Central Time, with a tour of the Project Site to follow. Bidding Documents may be obtained in person at the District at its Administration and Laboratory Building, 1957 North La Fox Street (Route 31), South Elgin, Illinois 60177, or may be mailed or emailed upon request by email at bids@frwrd.com or by telephone at (847) 742 – 2068, line #6. A non-refundable fee of $100.00 in the form of a certified or bank check shall be required to obtain printed documents. Additional shipping charges may apply for mailed documents.
The District reserves the right to reject any and all Bids, or parts of any and all Bids, to waive any technical errors or omissions in any Bid, to modify or eliminate the scope of work, to award all or part of the scope of work, and to accept any Bid in its entirety or any part thereof if, in the judgment of the District, the best interests of the District will be promoted thereby. Bids shall not be withdrawn and shall remain subject to acceptance for a period of thirty (30) days after the Bid opening date. The Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/1 et seq., and Fox River Water Reclamation District Ordinance No. 966, “An Ordinance Establishing Responsible Bidder Requirements on Public Works Projects.”
