PUBLIC NOTICE SECTION 00 11 13 ADVERTISEMENT FOR BIDS Playground Installation Project Spanish Community Center 309 N. Eastern Avenue Joliet, Illinois 60432 The Spanish Community Center (SCC) will receive single prime sealed bids for the Playground Installation Project until 4:00 p.m. local time on May 1, 2026 at the Spanish Community Center, 309 N. Eastern Avenue, Joliet, Illinois 60432, at which time and place all bids will be publicly opened and read aloud. This project includes the installation of playground equipment for children ages 2-5 within a 26' × 40' outdoor area, including provision of a play structure with a minimum of seven (7) play activities such as climbing elements and slides, installation of pour-in-place rubber fall protection surfacing, preparation of sub-base and drainage, anchoring in accordance with manufacturer specifications, and all associated labor, materials, equipment, and cleanup. The contractor shall maintain a clean, safe, and hazard-free work site at all times and remove all debris upon completion. All work shall comply with ASTM F1487 playground safety standards, Consumer Product Safety Commission (CPSC) guidelines, DCFS requirements, and Head Start Performance Standards. All equipment must be developmentally appropriate for children ages 2-5 and IPEMA certified. A minimum one (1) year installation warranty is required, and applicable manufacturer warranties must be provided. Bidding documents, including specifications, may be obtained by contacting the Spanish Community Center at 309 N. Eastern Avenue, Joliet, Illinois 60432 or by email at facilities@spanishcenter.org. Bidders are responsible for monitoring all addenda and updates issued by SCC. Bids must be submitted either as a sealed hard copy clearly labeled “Bid - Playground Installation Project - Spanish Community Center” and delivered to the address above, or electronically via email to facilities@spanishcenter.org with the subject line “Bid - Playground Installation Project - Spanish Community Center.” All bids must be received no later than 4:00 p.m. CST on May 1, 2026. Late submissions will not be accepted or considered. SCC is not responsible for delays in electronic delivery. This procurement is conducted as a sealed bid in accordance with 2 CFR Part 200 Uniform Guidance. All questions regarding the project must be submitted no later than April 10, 2026 at 4:00 p.m. CST to Bill Bekker at bill@spanishcenter.org. The bid release date is April 1, 2026. The bid opening will occur on May 1, 2026 at 4:30 p.m. CST. The anticipated project start date is May 11, 2026, with anticipated completion by May 22, 2026. Each bid shall be accompanied by a bid bond in the amount of five percent (5%) of the total bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the amount of one hundred percent (100%) of the contract price. The successful bidder is required to pay the general prevailing wage for work as determined by the Illinois Department of Labor and shall comply with all applicable labor laws, including the Illinois Prevailing Wage Act (820 ILCS 130). The contractor shall provide proof of insurance including general liability coverage of $1,000,000 per occurrence, automobile liability coverage of $1,000,000, and statutory workers compensation coverage, and shall name the Spanish Community Center as an additional insured. This project is funded in whole or in part through the Community Development Block Grant (CDBG) program and is subject to all applicable federal requirements, including those outlined in 2 CFR Part 200 Appendix II. The contractor must comply with all applicable federal regulations including Equal Employment Opportunity requirements, Davis-Bacon Act (if applicable), Contract Work Hours and Safety Standards Act, Clean Air Act, Federal Water Pollution Control Act, Debarment and Suspension requirements (including SAM.gov registration), and the Byrd Anti-Lobbying Amendment. Each bid must include an itemized cost proposal, contractor license, proof of insurance, W-9, and proof of SAM.gov registration. Award will be made to the lowest responsive and responsible bidder. The Spanish Community Center reserves the right to accept or reject any or all bids, to waive informalities or irregularities in the bidding process, and to award the contract in the best interest of the organization.
