ADVERTISEMENT TO BID VILLAGE OF ROCKDALE ROCKDALE, ILLINOIS 250,000-GALLON GROUND LEVEL STORAGE TANKS CONTRACT 1-2026 Village of Rockdale (OWNER) is requesting Bids for the construction of the following Project: 250,000-Gallon Ground Level Storage Tanks Contract 1-2026 Electronic Bids for the construction of the Project will be received by OWNER until April 7, 2026, at 11 a.m., local time. At that time the Bids received will be publicly downloaded and read aloud via teleconference. The login information for the teleconference is as follows: (309) 205-3325, Conference ID 963 6386 2563. The Project includes the following Work: The construction of one 250,000-gallon ground level steel water storage tank. Complete digital Project Bidding Documents are available at www.strand.com or at www.questcdn.com. Download the digital Bidding Documents for $75 by inputting Quest project number 10069309 on the website's project search page. For this Project, Bids will ONLY be received and accepted via the online electronic Bid service through QuestCDN.com. To access the electronic Bid Form, download the Project Documents and click the Online Bidding button. The Issuing Office is Strand Associates, Inc.®, 910 West Wingra Drive, Madison, WI 53715. All Bidders submitting a sealed Bid shall obtain the Bidding Documents from QuestCDN.com. Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive. The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the Bidder's maximum Bid price. Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the “Prevailing Wage Act”) as ascertained by the Village or by the Illinois Department of Labor for Will County, Illinois, shall be paid for each craft or type of worker needed to execute the contract or to perform such work. If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An “Illinois laborer” is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, its subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (IEPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program (30 ILCS 559/20), and the federal “Build America, Buy America Act” requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least 16 days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. The Village of Rockdale reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 145 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder.
