LEGAL NOTICE
STEGER-SOUTH CHICAGO PUBLIC LIBRARY DISTRICT ADVERTISEMENT FOR BIDS
Lump sum sealed bids will be received by the Board of Library Trustees of the Steger-South Chicago Public Library District for Exterior EIFS Replacement Project at the Steger-South Chicago Public Library District, 54 E 31st St, Steger, IL. Sealed bids will be received on or before, but not after 2:00 PM on May 21st, 2026 at the Steger-South Chicago Public Library District, 54 E 31st St, Steger, IL. Bids received after that time will not be considered. All Bids shall be addressed and delivered to the circulation desk immediately inside the entrance to the building on or before the time set forth above. Sealed envelopes or packages containing the Bid Forms shall be transmitted to the attention of the "Library Director" and shall be marked or endorsed with the title of the Bid ("Sealed Bid for Steger-South Chicago Public Library District Exterior EIFS Replacement Project") and the Bidder's full legal name. The bids will be publicly opened and read aloud in the Program Room at 2:00 PM on May 21st, 2026. Bids shall be submitted in the form and manner contained in the Bidding Requirements.
Contractors may obtain copies of the bidding documents from the BHFX Online Plan Room beginning April 29th, 2026. Please contact BHFX at (847) 593-3161 to obtain a set of Bidding Documents or visit their Plan Room online at www.bhfxplanroom.com. Bidding documents may be downloaded from the BHFX online Plan Room at no charge to bidders. Bidders shall be responsible for the costs of reproduction of printed copies. Bidding documents will not be distributed to other online plan rooms or lead generation services.
A pre-bid meeting will be held on May 8th, 2026 at 10:00 AM at the project site. This will be the only opportunity for bidders to view conditions inside the building where the work is taking place. Attendance is strongly recommended for all bidders. Failure to attend the pre-bid meeting shall not relieve the bidder of its obligation to examine the site and become familiar with all conditions affecting the Work.
Each bid must be accompanied by a bid bond or a cashier's check in the amount of 10% of the total bid, made payable to Steger-South Chicago Public Library District, as a guarantee that the successful bidder will promptly execute a satisfactory contract, will furnish a satisfactory performance bond and payment bond and proceed with the work. Upon failure to do so, the bidder shall forfeit the amount deposited as liquidated damages and no mistakes, errors, exclusions, or omissions on the part of the bidder shall excuse the bidder or entitle the bidder to a return of the aforementioned amount.
No bid will be considered unless the bidder shall furnish evidence satisfactory to the Board of Trustees that the bidder has the necessary facilities, abilities, experience, equipment, financial and physical resources available to fulfill the conditions of the Contract and execute the work, should the Contract be awarded such bidder.
Bidders will examine the plans and specifications and the location in which said work is to be done and judge for themselves all the circumstances and surrounding known and reasonably foreseen conditions affecting the cost and nature of the work, and all bids will be presumed to be based on such examination, familiarity and judgment.
Questions about the bid documents should be submitted, in writing, to Kyle Cunningham, Williams Architects at kacunningham@williams-architects.com. Responses to questions submitted by bidders during the bidding period shall be in the form of written addendum to all plan holders of record. Questions will not be accepted after May 15th, 2026.
The successful bidder shall be required to provide a Performance Bond and a Material and Labor Payment Bond in the amount of 100% of the Contract Amount, as well as liability and property insurance as required by the Bidding Requirements before commencing work. The successful bidder shall enter into a formal contract based on the conditions and requirements in the Bidding Requirements and the Bidding Requirements will be incorporated into the Contract.
Not less than the prevailing wage shall be paid for labor on the work to be done as required by law. The Steger-South Chicago Public Library District is tax exempt.
The successful bidder will be required to comply with the provisions of all State of Illinois and federal laws concerning public works projects as well as the State of Illinois Human Rights Act and the regulations of the Illinois Human Rights Commission.
The Board of Library Trustees reserves the right to reject any or all bids, to waive any informalities, technicalities, or irregularities in the bidding process, and to accept the bid which, in the judgment of the Board, is in the best interest of the Steger-South Chicago Public Library District.
All bid proposals shall remain valid and may not be withdrawn for a period of sixty (60) days after the date of bid opening.
The bidder assumes full responsibility for timely delivery of its bid to the location designated.
