NOTICE OF AN OPPORTUNITYFOR PUBLIC COMMENT AND PUBLIC HEARINGMetroLINK FFY2026Proposed Program of ProjectsAnd Capital Grant Application Notice is hereby given that the Rock Island County Metropolitan Mass Transit District (MetroLINK) is affording an opportunity for public comment related to the proposed FFY2026 Program of Projects (POP) and Capital Grant Projects Budget. The general public is encouraged to submit their comments with respect to the proposed POP, a request for public hearing, or on the general performance of MetroLINK. If no parties request a public hearing, then one will not be held. If a Public Hearing is requested, it will be conducted at the MetroLINK Administrative Offices building on April 8, 2026 at 10:00 am. The address of MetroLINK's Administrative Office is 1515 River Drive (Second Floor), Moline, IL 61265. Questions related to the proposed FFY2026 Program of Projects (POP), or a request to hold a Public Hearing related to the proposed POP should be referred to Colleen Kasbohm 309.786.3071 or ckasbohm@qcmetrolink.com. Written comments or requests may be mailed to MetroLINK, ATTN: Colleen Kasbohm, FFY2026 POP, at 1515 River Drive, Moline, IL 61265, or by email at ckasbohm@qcmetrolink.com. All written and verbal comments or requests for a public hearing must be received by 10:00 am CST on March 31, 2026. The purpose of this Notice of Opportunity for Public Comment or Request for Public Hearing is for the MetroLINK Board of Trustees to receive comments from interested parties on MetroLINK's proposed FFY2026 Program of Projects and Capital Grant Projects for which financial assistance is being sought from the Federal Transit Administration (FTA) under 49 USC Section 5307, 5337 and 5339 formula funding. This funding will be applied to capital grant projects as described in the proposed FFY2026 POP. Additionally, this Public Notice and Opportunity for Public Hearing applies to any subsequent MetroLINK request for Illinois State Mass Transportation Capital Funds to assist in payment of the non-federal share of costs for the proposed projects, which may be eligible for State financial assistance. After consideration of all comments, the MetroLINK Board of Trustees may modify the FFY2026 POP. If there are no revisions or modifications to the proposed Program of Projects, the proposed FFY2026 POP may be approved and adopted by the Board of Trustees as published and then become the final FFY2026 Capital Grant POP. A copy of the adopted, final FFY2026 POP may be obtained beginning five (5) business days following its approval by the Board of Trustees, by calling 309.786.2705 and requesting a copy.
