Public Notice 2025 The Sanitary District of Decatur (SDD), as required by 40 CFR 403.8 (f) (2)(viii), is providing a notice to the public that the following industries were in significant non-compliance (SNC) for the following violations: Tillamook was in SNC for the 1 st quarter of the year due to chronic (>66%) non-compliance and Technical Review Criteria (TRC) noncompliance of their Biochemical Oxygen Demand (BOD), and Total Suspended Solids (TSS) limits. Tillamook was also in SNC for the 1 st quarter of the year due to chronic (>66%) non-compliance of their Total Fats, Oils, and Grease (FOG-T) limit. Additionally, Tillamook was in SNC during the 4 th quarter for TRC non-compliance of their TSS limit, as well as chronic and TRC non-compliance of their FOG-T limit during this time period. TRC non-compliance is defined as 33% or greater of the results of sampling in a given quarter are greater than the product of the permit limit and the applicable TRC. HREwell was in SNC for the 4 th quarter of the year due to Technical Review Criteria (TRC) non-compliance of their monthly average Biochemical Oxygen Demand (BOD) limit. TRC non-compliance is defined as 33% or greater of the results of sampling in a given quarter are greater than the product of the permit limit and the applicable TRC. Subsequent sampling has shown FIR Ewell to be in compliance with their BOD limit. Archer Daniels Midland (ADM) was in SNC for the 3rd quarter of the year due to Technical Review Criteria (TRC) non-compliance of their Total Fats, Oils, and Grease (FOG-T) limit. TRC non-compliance is defined as 33% or greater of the results of sampling in a given quarter are greater than the product of the permit limit and the applicable TRC.
