INVITATION FOR BIDS The City of Fulton will receive bids for a street reconstruction and water system improvements contract until 11:00 o'clock A.M. on the 31st day of March, 2026 at the Fulton City Hall, located at 415 11th Avenue, Fulton, Illinois 61252 at which time and place all bids will be publicly opened and read aloud. The proposed work for which the City of Fulton, Illinois is soliciting bids consists of Contract No. 1 – 4th Street Reconstruction and Watermain Improvements, and includes 5,304 square yards of concrete pavement and 7,270 feet of 6”, 8”, and 12” diameter water main and Contract No. 2 – Elevated Water Storage Tank Painting which includes the interior and exterior painting of an existing 750,000 gallon waterspheroid tank. The contract documents, including Drawings and Specifications, and form of contract and bonds for performance and payment, are on file at the office of the Fulton City Hall, 415 11th Avenue, Fulton, Illinois 61252 and at the office of the ENGINEER, Willett, Hofmann & Associates, Inc., 809 E 2nd Street, Dixon, Illinois 61021. Copies of the Contract Documents, including Project Manual and the Construction Drawings, shall be obtained electronically in PDF format from the Willett, Hofmann & Associates, Inc. website at www.willetthofmann.com. Contractors shall click on “Bid Login” on the homepage of the website and follow the instructions. The eBidDoc# for Contract No. 1 is 10055008. The eBidDoc# for Contract No. 2 is 10055009. A certified check or bank draft on a responsible solvent bank, or a satisfactory bid bond executed by the bidder on an acceptable surety company, payable to City of Fulton, in an amount not less than five percent (5%) of the total bid shall be submitted with each bid. The successful bidder will be required to furnish satisfactory performance and payment bonds each for 100% of the awarded contract price. No bid shall be withdrawn after the opening of bids without the consent of City of Fulton for a period of one hundred twenty (120) days after the scheduled time of receiving bids. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal “Build America, Buy America Act” requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. The City of Fulton will hold a pre-bid meeting to explain the bidder's responsibilities and discuss contract details at 10:00 o'clock A.M. on February 25, 2026 and all plan holders of record are expected to attend. The pre-bid meeting will be held at the City Hall, located at 415 11th Avenue, Fulton, Illinois 61252. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the construction documents must be paid on this project and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The City of Fulton is an equal opportunity employer. All work under Contract No. 1 shall be substantially complete within 180 calendar days and final completion shall be within 240 calendar days from the execution of the Notice to Proceed. All work under Contract No. 2 shall be substantially complete within 120 calendar days and final completion shall be within 180 calendar days from the execution of the Notice to Proceed.
