Preliminary Environmental Impacts Determination
Section 663.330 of the Illinois Procedures for Issuing Loans from the Public Water Supply Loan Program requires that the Illinois Environmental Protection Agency (Illinois EPA) conduct an assessment of the environmental impacts of proposed public water supply projects to be funded with loans. Prior to final approval of the project plan, the publics comments are sought regarding environmental impacts of the proposed project. Unless new information obtained through the public comment process causes reconsideration, the Agency will approve the project plan at the close of the public comment period.
Projects L17-5767, L17-5768, & L17-5769 will include the following: The project consists of three separate remaining phases of replacing lead service lines in an estimated total of 1,050 privately owned homes and apartments located throughout Calumet City that have been identified as having lead service lines. Phase I of the project was completed on June 23, 2024, and Phase II is scheduled to begin construction in the Spring of 2026. Calumet City is pursuing reapproval of the project plan for Phase III, IV, and V, which each will replace an estimated 350 lead service lines throughout the City within these
phases.
The IEPA has reviewed the above stated project and concurs with the applicants finding that the proposed project is technically appropriate and cost effective. Unless new information provided through the public comment process causes reconsideration, the Agency will approve this planning at the close of public comment period.
Notice is hereby given to all water system users of City of Calumet City, Illinois that a Public Hearing will be held at City Hall on Thursday, March 12, 2026, at 5:30 p.m.
The Project Summary and Preliminary Environmental Impacts Determination document provided by the Illinois Environmental Protection Agency (Illinois EPA) are available for review at City Hall, 204 Pulaski Road, Calumet City, Illinois, 60409. The document contains information including the location, user rate impacts, and potential environmental impacts. The estimated cost for the project is $12,617,650.00 (all three phases). 
This Notice is to provide access to the documents and to satisfy Sections 663.210 and 663.250 of the Illinois Procedures for Issuing Loans from the Public Water Supply Program from the Illinois EPA. These documents will be on file at City Hall 10 days after the Public Hearing to allow for public comment. Written comments can be submitted to the City or directly to Ms. Rachael Armstrong, Project Manager, at the Illinois EPA, Bureau of Water,
