Portland Public Schools Legal Notice Request for Qualifications #26092 Early Childhood Exclusion Network Portland Public Schools (PPS) invites licensed early care and education programs, including both community-based inclusive early care and education programs and specialized special purpose preschool programs, to submit qualifications for consideration as Designated Partner Programs within the Early Childhood Inclusion Network. Through this RFQ, PPS seeks to establish a pool of qualified partner programs that demonstrate the capacity, readiness, and alignment necessary to support children ages 3–5 with Individualized Education Programs (IEPs) in appropriate Least Restrictive Environments (LRE), which may include inclusive general education classrooms or specialized special purpose preschool settings depending on student needs. Copies of the specifications are available by contacting the Purchasing Office either by phone (207) 842-4662 or e-mail levayn@portlandschools.org. Interested programs shall submit an electronic copy of their qualifications and submission form in accordance with this request to bids@portlandschools.org with the name of the Program, contract name and #26092 in the subject line by May 30, 2026 at 3:00p.m at which time they will be opened and read.
