NOTICE TO BIDDERS—SouthWest Transit will be receiving sealed bids at SouthWest Transit's headquarters until 1:00 p.m. legal local time on 06/05/2026, for the procurement of the furnishing and installation of a bus wash. Bids will be opened and read publicly by SouthWest Transit at SouthWest Transit, 14405 West 62nd Street, Eden Prairie, MN 55346 immediately after the hour set for receiving bids. Procurement specifications and bid documents can be examined by going to SouthWest Transit's website, www.swtransit.org/about-swt/bids/. A pre-bid meeting will be held via Microsoft Teams on 05/12/2026, at 02:00 p.m. Questions regarding the bidding documents must be submitted in writing by 1:00 p.m. on 05/18/2026 to: RFB Bus Wash SouthWest Transit 14405 W 62nd Street Eden Prairie, MN 55346 Email: BusWash@swtransit.org All questions submitted will be answered in a written addendum no later than 05/20/2026. All bids must be received in a sealed envelope or in an email with a label on the envelope or a subject line on the email stating “Bid for SouthWest Transit Bus Wash.” No combined bids on the same form, in the same envelope or email, will be allowed. All sealed bids must be addressed to Bus Wash RFB, SouthWest Transit, 14405 West 62nd Street, Eden Prairie, MN 55346, BusWash@swtransit.org. Bids must be made on the basis of cash payment for work and accompanied by a bid bond made payable without conditions to SouthWest Transit in an amount of not less than 5% of the total amount of the bid. The successful bidder must be a “responsible contractor.” The term “responsible contractor” means a contractor as defined in Minnesota Statutes, section 16C.285, subdivision 3. Any prime contractor, subcontractor, or motor carrier that does not meet the minimum criteria or fails to comply with the verification requirements is not a responsible contractor and is not eligible to be awarded a construction contract for the project or to perform work on the project. A prime contractor, subcontractor, or motor carrier that makes a false statement under oath verifying compliance with the minimum criteria will be ineligible to be awarded a construction contract on the project, and the submission of a false statement may result in termination of a contract awarded to a prime contractor, subcontractor, or motor carrier that submits the false statement. A prime contractor shall include in its verification of compliance a list of all of its first-tier subcontractors that it intends to retain for work on the project. Before execution of a construction contract, a prime contractor shall submit a supplemental verification under oath confirming that all subcontractors and motor carriers that the prime contractor intends to use to perform project work have verified to the prime contractor, through a signed statement under oath by an owner or officer, that they meet the minimum criteria for a responsible contractor. SouthWest Transit reserves the right to reject any and all bids, to waive minor irregularities and informalities therein, to delay the award for any reason, to remove or delete work or units of work without penalty from the contractor, and to award each contract in the best interest of SouthWest Transit.
