JOINT MEETING OF ESSEX AND UNION COUNTIES 500 SOUTH FIRST STREET ELIZABETH, NEW JERSEY 07202 NOTICE TO BIDDERS ADVERTISEMENT OF BID NOTICE is hereby given that sealed bids for Hauling and Beneficial Use of Dewatering Biosolids will be received by the Purchasing Officer of the Joint Meeting of Essex and Union Counties ("Joint Meeting") at https://jmeucprocurement.ionwave.net on Tuesday, May 12, 2026 at 9:00 A.M., or as soon thereafter as the matter may be reached for; and the bid opening will be conducted via Zoom. The zoom meeting ID is 882 674 1827 and the Password is 793215. Hauling and Beneficial Use of Dewatering Biosolids to the Joint Meeting's Wastewater Treatment Facility located at 500 South First Street, Elizabeth, New Jersey for three (3) years with the possibility of two-one year contract extensions, in accordance with the Specifications and Information to Bidders prepared by the Joint Meeting. The work includes, but is not limited to, hauling and beneficial use of dewatered biosolids (sewage sludge) processed at the Owner's Biosolids Facility. The bid is based on the following amount of biosolids to be transported from the treatment plant and beneficially used; lesser or greater quantities may be generated throughout the contract period. Approximately 700 Tons (23 to 25 percent solids (?)) of anaerobically digested and dewatered bio solids per week (over seven days) including holi days. Beneficial use shall mean the land application of biosolids as a fertilizer or soil conditioner. Treatment of biosolids prior to beneficial use shall be at the bidder's option. Use as daily landfill cover or incineration is not an acceptable beneficial use option. No bids shall be received other than at the time and place herein designated for their receipt. Information to Bidders, Form of Proposal, and Specifications may be examined and obtained at https://jmeucprocurement.ionwave.net Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. (Affirmative Action Program, Equal Employment Opportunity). These bids are being solicited through a Fair and Open process in accordance with N.J.S.A. 19:44A-20.4 et seq. Bidders shall be registered with the New Jersey Department of the Treasury and shall comply with N.J.S.A. 52:32-44. Bidders shall provide a copy of their New Jersey, Department of Environmental Protection, Solid Waste Transporters NJDEP Registry Number with each Bid. The successful bidder shall be required to comply with all of the provisions of New Jersey prevailing local wage rates, as determined by the New Jersey Department of Labor and Industry.
