NOTICE TO BIDDERS 2024 Transpiration Trust Fund Program (Resurfacing of Yale Avenue, Mountainview Terrace and Rutgers Street) Notice is hereby given that sealed bids will be received by the Municipal Council Chambers, 1 Civic Square, Irvington, New Jersey on Thursday, April 16, 2026, at 10:00 AM prevailing time, at which time they shall be opened and publicly read for the 2024 Transpiration Trust Fund Program (Resurfacing of Yale Avenue, Mountainview Terrace and Rutgers Street) The scope of Work contemplated for the abovenamed Project includes roadway improvements to Yale Avenue, Mountainview Terrace & Rutgers Street including curb, sidewalk improvements, as well as all other Work of any type or description necessary for contemplation of the Project including roadway improvements not specifically described in these Contract Documents. All Work on this Contract shall be completed within ninety (90) Calendar Days from Notice to Proceed. Bid Documents may be obtained in electronic format on or after April 3, 2026 by e-mailing a request to Christian Cueto, PE, CME at christianc@hcicg.net and copying Althea Headley, QPA at Aheadley@irvingtonnj.org. Include company name, name of person making requests, mailing address, phone number, fax number and e-mail address. All questions in regard to the bid shall be submitted in writing to Althea Headley at aheadley@irvingtonnj.org and Christian Cueto, PE, CME, Harbor Consultants, Inc., 320 North Avenue East, Cranford, NJ 07016, or via fax 908-709-1738 or e-mail at christianc@hcicg.net. The provided Bid Packet must be completed in the manner designated in the Contract Documents, must be enclosed in a sealed envelope bearing the name and address of the Bidder and the name of the Project on the outside and must be addressed to MUNICIPAL CLERK OF THE TOWNSHIP OF IRVINGTON, ROOM 116, 1 Civic Square, Irvington, NJ 07111. Bid Packets must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the order of "TOWNSHIP OF IRVINGTON" for not less than ten percent (10%) of the total bid price amount, except that the check shall not exceed $20,000.00. The successful Bidder is hereby notified that a Performance and Payment Bonds for the full amount of this Project is required. The award of the Contract for this Project will not be made until the necessary funds have been provided by TOWNSHIP OF IRVINGTON in a lawful manner, and by the New Jersey Department of Transportation. Please be advised that this Project is being funded through TOWNSHIP OF IRVINGTON. By virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are excluded from participating on this Project. The successful Bidder shall be required to comply with the applicable statutory requirements of the Contract Documents and Plans which include all of the following: (i) N.J.A.C. 17:27; (ii) N.J.S.A. 10:5-31 et seq.; (iii) Business Registrations (N.J.S.A. 52:32-44); (iv) Prevailing Wage Act (N.J.S.A. 34:11-56.25, et seq.); (v) Public Work Contractor Registration (N.J.S.A. 34:11-56.48); and (vi) Affirmative Action Requirements (N.J.S.A. 10:5-1, et seq.); and any other legal requirements applicable to this Project. TOWNSHIP OF IRVINGTON intends to award this Project to the lowest Bidder whose Bid Packet is responsive and complies with its requirements for the Project, provided that in the judgment of B TOWNSHIP OF IRVINGTON is reasonable, within available funds and in the interest of TOWNSHIP OF IRVINGTON. TOWNSHIP OF IRVINGTON reserves the right to reject any and all Bid Packets to the extent permitted by law. An award will be made, or Bid Packets will be rejected within sixty (60) Calendar Days after the opening of the Bid Packets, during which time the Bid Packets shall be irrevocable and unavailable to withdraw by Bidders, unless otherwise extended in the Contract Documents.
