Invitation for bids on janitorial services at Rail Operations Center.

NEW JERSEY TRANSIT CORPORATION  NOTICE TO BIDDERS  INVITATION FOR BID (IFB) NO. 26-607  Janitorial Services at Rail Operations Center (ROC)   NJ TRANSIT is issuing an IFB for work that generally consists of but is not limited to the supply of Janitorial Services at Rail Operations. The term of the Contract shall be for one (1) base year plus four (4) option years, which may be exercised at NJ TRANSIT's sole discretion, but not to exceed a total contract term length of five (5) years. All work must be in conformance with the specifications provided in the Bid Documents.  To obtain all pertinent Bid Documents, interested firms must register with BID EXPRESS, by following instructions on www.bidexpress.com. There is no cost to register or submit a bid.   Notice is hereby given that this is an electronic bid submission received via the Internet until 2:00 P.M. Eastern Standard Time (EST) on June 24, 2026, by NJ TRANSIT for Janitorial Services at Rail Operations Center (ROC) located at Rail Operations Center, 1148 Newark Turnpike, Kearny, New Jersey.  NJ TRANSIT's Pre-Bid Conference will be held utilizing a telephone and video conference via Microsoft Teams, which is scheduled for 10:00 A.M., EST, on Wednesday, May 6, 2026 (subject to change by Addenda) to the IFB, for the purpose of discussing general information relating to the project.   This is a Two-Step IFB. Step One (1) of this IFB will involve a pre-qualification process. All Bidders must be prequalified by NJ TRANSIT prior to submitting a Bid. All Bidders, regardless of past performance, must complete the Bidders Pre-Qualification Package (Attachment B) for review by the NJ TRANSIT Pre-qualification Committee prior to the submission of their Bid in Step Two (2). The Bidders Pre-qualification Package (Attachment B) must be submitted by email to AJames2@njtransit.com on or before 4:00 P.M. (EST) Friday, May 15, 2026 for the Bidder to be considered as a possible Bidder. Late pre-qualification forms will not be accepted and will disqualify a vendor from contract award. Only those Bidders who have participated in Step One (1) and who have been deemed pre-qualified will be allowed to submit a Bid in Step Two (2). All Bidders who are found to be acceptable at the completion of Step One (1) and deemed pre-qualified will be notified of their status by Friday, May 29, 2026, and will be invited to submit a Bid in Step Two (2).  The Bidder must upload its bid prior to the time specified so that it is included in the project download. Late bids cannot be accepted. Bids for the project will be downloaded by NJ TRANSIT from the Bid Express website on the scheduled Bid Due Date (subject to change by Addenda) at 2:00 P.M. Eastern Standard Time (EST), and publicly opened and read immediately thereafter.  NJ TRANSIT further requires that its Contractors agree to take all necessary and responsible steps in accordance with N.J.S.A. 52:32-17 et seq.; N.J.S.A 52:32-31.1 et seq., and N.J.A.C. 17:13-1.1 et seq.; N.J.A.C. 17:14-1.1 et seq., and other applicable regulation to ensure that Small Business Enterprises (SBEs)/Disabled Veteran-Owned Businesses (DVOBs) have the opportunity to participate in the performance of this Contract. A Twenty Percent (20%) Category Two (2) SBE/DVOB Goal has been assigned to this project.
