LEGAL NOTICE TO BIDDERS PASSAIC VALLEY REGIONAL HIGH SCHOOL BOARD OF EDUCATION 100 E. Main Street, Little Falls, NJ 07424 PUBLIC NOTICE is hereby given that sealed proposals will be received and opened by the Passaic Valley Regional High School Board of Education, on Wednesday, May 6, 2026, 11:00 a.m. prevailing time, at The Passaic Valley Regional High School Board of Education, 100 E. Main Street, Little Falls, New Jersey 07424, at which time they will be publicly opened and read aloud for the bid of: Restroom Renovations at Passaic Valley Regional High School 100 E. Main Street, Little Falls, NJ 07424 and all work incidental thereto as indicated in and in accordance with the project documents. Sealed proposals will also be accepted by mail if they are addressed to Mr. Colin Monahan, Business Administrator of the Passaic Valley Regional High School Board of Education at 100 E. Main Street, Little Falls, New Jersey 07424, and clearly indicate that a bid is enclosed for this particular project, the time and date of the receipt of bids, and bear the name and address of the party submitting the proposal. It is expressly understood that the bidder is responsible for getting the bid proposals to the Business Administrator prior to the time and date set for the bid opening. Bids will not be accepted after the designated time. Any bid received after the submission deadline will be returned unopened. In order to be considered, bids must be sealed and the outer envelope clearly marked: Restroom Renovations at Passaic Valley Regional High School 100 E. Main Street, Little Falls, NJ 07424 Sealed bids for the project shall be submitted as a single prime contract. Contractors shall be required to abide by any and all Executive Order(s), Rules and Regulations and both Federal and State Law pertaining to safety precautions as a result of the Coronavirus disease (“COVID”). No modifications to the enclosed Instructions to Bidders, General Conditions, Supplemental Conditions or Specifications or Drawings will be permitted prior to bid acceptance except as may be allowed by amendment as outlined in the Specifications. Bids that propose modifications to the requirements may result in rejection of the bid as being non-responsive. The bidding documents have been prepared by Dan Dressel, Architect, whose office is located at 19 Edstan Drive, Moonachie, NJ 07074, Telephone 201.370.6293. Said bidding documents, including proposal forms, may be examined and obtained during the bid period commencing Friday, April 10, 2026, by submitting an email request to Dan Dressel at ddarchitects@aol.com. Bidders must email their request at least twenty-four (24) hours or one (1) business day in advance to review or obtain the bid documents. Bid documents will not be mailed. Electronic copies of bid documents, in pdf format, may be purchased for $50.00 via Venmo or Zelle using telephone number 201-370-6293. Hard copies of the Bidding Documents may also be picked up in person by requesting an appointment via email, 24 hours in advance confirmed notice with Dan Dressel at ddarchitects@aol.com. Payment for hard copies of the Bidding Documents shall be made by a non-refundable money order or certified check in the amount of $100.00 made payable to “Dan Dressel, Architect.” Cash, Personal Checks or Company Checks will not be accepted. Pursuant to N.J.S.A. 18A:18A-21(c)(2), Addenda, if any, shall be provided no later than seven days, Saturdays, Sundays, or holidays excepted, prior to the date for acceptance of bids, to any person who has submitted a bid or who has received a bid package, by one of the listed means in the law.. Questions will be considered only up until the inquiry deadline stated in the Instructions to Bidders. A pre-bid meeting will be held at 3:15 p.m., prevailing time on Thursday, April 16, 2026, at the Passaic Valley Regional High School Board of Education, 100 E. Main Street, Little Falls, NJ 07424 and will commence outside the main entrance. It is STRONGLY RECOMMENDED that bidders attend the pre-bid meeting for purpose of understanding and familiarizing themselves with the project. A Bidder's failure to attend the Pre-Bid meeting is at its own risk. Bids will be considered in accordance with N.J.S.A. 18A:18A-1 et. seq. and N.J.S.A. 18A:7G-1 et. seq. Bids will be received from a Contractor for one price for the entire Project, all trades, all inclusive. Pursuant to N.J.S.A. 18A:18A-26, in order to be eligible to submit a Bid for the Project, the Bidder shall be classified by the New Jersey Department of Treasury, Division of Property Management and Construction (“DPMC”) as of the date and time of the bid opening in one of the following disciplines: (C008) - GENERAL CONSTRUCTION; OR (C009) – GENERAL CONSTRUCTION/ALTERATIONS & ADDITIONS; OR (C030) - PLUMBING As of the date and the time of the bid opening, if the Bidder is not DPMC classified as (C008) – General Construction; or (C009) – General Construction/Alterations & Additions; or (C030)-Plumbing; Bidder shall also be required to contract with subcontractors that are DPMC classified as (C008) General Construction; or (C009) General Construction/Alterations & Additions; or (C030)- Plumbing. Bidding contractor shall also be required to contract with the following sub-contractors DPMC Classified as follows: (C032) HVACR; and (C0047) Electrical, if said bidder is not qualified for same, and such subcontractors shall be required to be named in the bid, and all documentation for the subcontractors shall be submitted in accordance with the bidding instructions and applicable law. In addition, to the above, if the Bidding Contractor is not DPMC classified as C043 – Controls, the Bidder shall enter into a subcontract with a prequalified subcontractor DPMC classified as C043 – Controls, however, said documentation shall not be required to be submitted with its bid. Bidders and all subcontractors for whom DPMC prequalification is required are also required to submit a Business Registration Certificate issued by the Division of Revenue in the New Jersey Department of Treasury prior to contract award. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27. An Initial Project Workforce Report will be required from the successful Contractor. (Form AA-201). Statement of Ownership Requirement: Pursuant to N.J.S.A. 52:25-24.2, Bidders shall submit a statement setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. Bidders and all subcontractors are required to comply with the Public Works Contractor Registration Act, (N.J.S.A. 34:11-56.48 et seq.) and pay all workmen and/or subcontractors performing services in connection with the project not less than the prevailing rate of wages as determined by the State Department of Labor and industry. Said prevailing rate of wages shall be determined by the Secretary of Labor in accordance with the Davis/Bacon Act, as amended, or the New Jersey Prevailing Wage law of 1963, Chapter 150 (N.J.S.A. 34:11-56.25 et seq.), whichever rates are higher. Bidders and all subcontractors shall possess current certification from the Division of Wage and Hour Compliance in the Department of Labor and Workforce Development at the time the bid is submitted. All Bidders are required to submit with the bid, an affidavit by the Bidder that the Bidder is not, at the time of the bid, included on the New Jersey State Treasurer's List or the Federal Government List of Debarred, Suspended or Disqualified Firms or individuals pursuant to N.J.S.A. 52:32-44.1, N.J.A.C. 17:19-4 and N.J.A.C. 19:38A-4. Then, prior to contract award, the successful Bidder will be required to submit separate certification that all entities having controlling interest are not on the federal list of debarred contractors. All Bidders are required to complete and submit, prior to contract award, a Disclosure of Prohibited Activities in Russia-Belarus in accordance with P.L. 2022, c. 3 and Disclosure of Investment Activities in Iran in accordance with P.L. 2012, c. 24, N.J.S.A. 52:32-58 and N.J.S.A. 18A:18A-49.4. Bids must be accompanied by bid security in the form of (1) a bid bond or certified or cashier's check payable to “Passaic Valley Regional High School Board of Education” equal to 10% of the amount of the bid, but in no case to exceed $20,000.00 pursuant to N.J.S.A. 18A:18A-24, and (2) Certificate of Consent of Surety pursuant to N.J.S.A. 18A:18A-25, obligating the issuing surety company to provide the bidder and its subcontractors, if successful, with a New Jersey Statutory Performance Bond and a New Jersey Statutory Payment Bond each in the full amount of the contract. The Contract will be awarded to the lowest responsive responsible bidder as defined and provided for in the Public School Contracts Law, N.J.S.A. 18A:18A-1, et seq. The successful bidder will be required to furnish an acceptable Performance and Labor and Material Bond for the full amount of the project. The Surety Company for the performance and payment of bonds must be licensed in the State of New Jersey, approved by the Federal Treasury and listed in the most recent Circular No. 570. No bid may be withdrawn for a period of sixty (60) days after the opening date. The Passaic Valley Regional High School Board of Education reserves the right to reject any and all bids pursuant to applicable law and regulations, to waive informalities or irregularities in the bids received as permitted by law, if in the best interest of the Board to do so, and to accept the bid from the lowest, responsive, and responsible bidder.
