NEW JERSEY TRANSIT CORPORATION NOTICE TO BIDDERS INVITATION FOR BID (IFB) NO. 0000223 MORRISTOWN LINE RAILROAD BRIDGE PAINTINGS NJ TRANSIT is issuing an IFB for work that generally consists of but is not limited to blasting and removal of existing lead-based paint in a containment system and the repainting of three (3) steel railroad bridges that support active tracks situated on the Morristown Line. All work must be in conformance with the specifications provided in the Bid Documents. To obtain all pertinent Bid Documents, interested firms must register with BID EXPRESS, by following instructions on www.bidexpress.com. There is no cost to register or submit a bid. Notice is hereby given that this is an electronic bid submission received via the Internet until 2:00 PM Eastern Standard Time on Tuesday, May 26, 2026 by NJ TRANSIT for Morristown Line Railroad Bridge Paintings located at Essex and Union County, New Jersey. NJ TRANSIT's Pre-Bid Conference will be held utilizing a telephone and video conference via Microsoft Teams, which is scheduled for Tuesday, April 14, 2026 at 11:00 AM Eastern Standard Time (subject to change by Addenda), for the purpose of discussing general information relating to the project. All firms must be prequalified by NJ TRANSIT prior to submitting a Bid. Bidders must be prequalified for " HR" Heavy Construction Rail Operating Railroad Environment as a "GC" (General Contractors) "BG" (Bridge & Related Structures) "BB" (Boring & Blasting) for an amount of work that is equal to or greater than their bid amount. NJ TRANSIT requires a minimum rating of "I" ($1,000,001 to $2,000,000). Prequalification questionnaires are available for download from the Bid Express website www.bidexpress.com. Bidders who are not currently prequalified as required above or whose prequalification has expired MUST submit completed prequalification forms to Shanelle Armour at SArmour@NJTRANSIT.com no later than the submittal date identified in the Special Provisions. Late prequalification submissions will not be considered for this solicitation. A site visit has been scheduled for Wednesday, April 15, 2026 at 10:00 AM Eastern Standard Time. The site visits will take place at three (3) locations situated on the Morristown Line, specifically at the following Mile Post (MP) locations: MP 14.56 over Rahway River located near 7 West Parker Avenue, Maplewood, New Jersey 07040, MP 17.76 near Short Hills Station located on Short Hills Avenue and Chatham Road and MP 19.27 over Springfield Avenue near 150 Springfield Avenue, Summit, New Jersey 07901. Contractors are advised that a NJ TRANSIT escort is necessary while present on non-public areas of NJ TRANSIT property. Contractors must bring and wear their own safety apparatus including hard hats, reflective vests and hard toed shoes/boots in order to go on the site visit. Unauthorized/unescorted entry onto the railroad right-of-way is strictly prohibited. Bidders are advised that attendance at both the pre-bid conference and site visit is strongly recommended. The Bidder must upload its bid prior to the specified time so that it is included in the project download. Late bids cannot be accepted. Bids for the project will be downloaded by NJ TRANSIT from the Bid Express website on the scheduled Bid Due Date (subject to change by Addenda) at 2:00 PM Eastern Standard Time and publicly opened and read immediately thereafter. NJ TRANSIT further requires that its Contractors shall agree to take all necessary and responsible steps in accordance with N.J.S.A. 52:32-17 et seq.; N.J.S.A 52:32-31.1 et seq., and N.J.A.C. 17:13-1.1 et seq.; N.J.A.C. 17:14-1.1 et seq., and other applicable regulation to ensure that Small Business Enterprises (SBEs)/Disabled Veteran-Owned Businesses (DVOBs) have the opportunity to participate in the performance of this Contract.
