BID NOTICE
 
Notice is hereby given that sealed bids will be received by the Borough Clerk of the Borough of Norwood, Bergen County, New Jersey, for the Professional Engineering Services For Preliminary Engineering For Broad Street Bridge Over Dorotockeys Run Tributary Replacement Structure NO. 02M4103 Project (Federally Funded) at the Borough of Norwood Municipal Building, 455 Broadway, Norwood, New Jersey, 07648 on Wednesday, April 08, 2026 at 10:00 AMLocal Prevailing Time.
 
The scope of work within the base bid consists of providing professional engineering services for the preliminary engineering phase services of the Federal Funding process for the advancement of the preliminary preferred alternative for the design, preparation of construction plans, specifications, and permitting for the Broad Street Bridge Over Dorotockeys Run Tributary Replacement Project.

Written request must contain company name, company address, contact name, contact telephone number, contact fax telephone number, and contact email address in order to receive link to download documents. All digital documents are at no cost to bidder and only registered Bidders will be allowed to submit a Bid.
 
Specifications for said bid are available at the Office of the Borough Clerk, 455 Broadway, Norwood, NJ, during the hours of 8:30 am to 4:00 pm Mondays, Tuesdays, Thursdays, 8:30 am to 7:30 pm Wednesdays, and 8:30 am to noon on Fridays beginning on Thursday March 26, 2026 at 10:00am, upon written request to the contacts listed above.
 
Bid Proposals must be placed in a sealed envelope, and the envelope must clearly bear the name and address of Bidder and the name of project on the outside addressed to the Borough Clerk, Borough of Norwood, 455 Broadway, Norwood, New Jersey 07648
 
The submitted bid proposals shall be complete with the bid description and the name and address of the Bidder marked clearly on the outside of the envelope. Proposals must be placed in sealed envelopes and received by mail or delivered in person to the Borough Clerk, Borough of Norwood, 455 Broadway, Norwood, New Jersey 07648 by Wednesday, April 08, 2026 at 10:00 AM .The envelope must also identify the Bid as Professional Engineering Services For Preliminary Engineering For Broad Street Bridge Over Dorotockeys Run Tributary Replacement Structure NO. 02M4103 Project (Federally Funded)
 
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Affirmative Action and Executive Order 11246 regarding Equal Opportunity, and with all provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et. seq. and all rules and regulations promulgated thereunder, the provisions of which are incorporated herein by reference.
 
New Jersey Business Registration Requirements: N.J.S.A. 40A:11-23.2 requires all Contractors and Subcontractors with public contracting agencies to provide proof of registration with the Department of Treasury, Division of Revenue.
 
The Contractor shall provide written notice to its Subcontractors of the responsibility to submit proof of Business Registration to the Contractor. The requirement of proof of Business Registration extends down through all levels (tiers) of the project. Before final payment on the Contract is made by the contracting agency, the Contractor shall submit an accurate list and the proof of Business Registration of each Subcontractor or supplier used in the fulfillment of the Contract or shall attest that no Subcontractors were used.
 
For the term of the Contract, the Contractor and each of its affiliates and a Subcontractor and each of its affiliates [N.J.S.A. 52:32-44(g) (3)] shall collect and remit to the Director, New Jersey Division of Taxation, the use tax due pursuant to the Sales and Use Tax Act on all sales of tangible personal property delivered into this State, regardless of whether the tangible personal property is intended for a Contract with a contracting agency. The Contractor is required to comply with all rules and regulations and orders promulgated by the State Treasurer pursuant to N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27, P.L.1975, c 127., regarding Affirmative Action, Executive Order 11246 regarding Equal Employment Opportunity, and Chapter 33, Laws of 1977 regarding disclosure of Partners & Stockholders, and all rules and regulations promulgated thereunder, the provisions of which are incorporated herein by reference, and with all provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et. seq. and all rules and regulations promulgated thereunder, the provisions of which are incorporated herein by reference. All Bidders must be registered with the New Jersey Department of Labor.

Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, Contracts shall be awarded to business concerns owned by area Residents. Bids for proposals in excess of $100,000 must be accompanied by a written Affirmative Action Plan.
 
The Borough of Norwood reserves the right to consider Bids for sixty (60) days after their receipt. The right is reserved to waive any informalities, to accept Bids which it deems most favorable to the interest of the Borough, to make an award on each item separately or as a whole and to accept any Bid or to reject any or all Proposals in accordance with the Specifications and the Proposal Forms.
 
Small, Minority and Women’s Business Enterprises are encouraged to obtain specifications and compete for the contract.
