PUBLIC NOTICE PENNSVILLE SEWERAGE AUTHORITY Resolution 26-32-SA Date Adopted Sub-Committee February 12, 2026 Treatment Plant & System A RESOLUTION OF THE PENNSVILLE SEWERAGE AUTHORITY AUTHORIZING AN AGREEMENT BETWEEN THE AUTHORITY AND CAVALLO ENVIRONMENTAL SERVICES, LLC., FOR THE COLLECTION OF PCB SAMPLES (ONE EFFLUENT AND A RINSATE BLANK) AND THE DEVELOPMENT OF THE 2026 POLLUTANT MINIMIZATION PLAN REPORT AT A COST NOT TO EXCEED $8,700.00 WHEREAS, Cavallo Environmental Services, LLC. (hereinafter referred to as Cavallo) submitted a proposal on January 7, 2026, (copy attached hereto and made a part hereof) for professional services for the collection of PCB samples (one effluent and a rinsate blank) and the development of the 2026 Pollutant Minimization Plan Annual Report at a cost not to exceed $8,700.00, for the Pennsville Sewerage Authority (hereinafter referred to as Authority) as required by the Authority's New Jersey Department of Environmental Protection Permit NJ0021598; and WHEREAS, based on the fact that subject proposal is for the "designing, financing, construction, operation, or maintenance, or any combination thereof, of a wastewater treatment system," the Authority Solicitor has advised the members of the Authority that they may invoke the provisions of NJS 40A:11-5(gg) and enter into a contract with Cavallo for the services set forth herein without public advertising for bids; and WHEREAS, Kimberly Lockwood, the Administrative Director of the Pennsville Sewerage Authority has certified that there are funds available to pay the maximum amount of the contract of which will be charged to the 2026 Commercial Lab budget line number 01-2-6900-200. NOW, THEREFORE, BE IT RESOLVED by the Chairman and members of the Pennsville Sewerage Authority that: 1. They hereby adopt the facts and determinations as set forth in the preamble of this Resolution as if the same were more fully set forth herein at length and having the same binding effect as the paragraphs set forth below. 2. The Authority Chairman is hereby authorized to enter into a one-year agreement with Cavallo Environmental Services, LLC. for the work as set forth above with a cost not to exceed $8,700.00, the form of which agreement to be approved by the Authority Solicitor. 3. This appointment is awarded without competitive bidding pursuant to NJS 40A:11-5(gg) of the Local Public Contracts Law. 4. A copy of this resolution shall be published in the South Jersey Times as required by law within ten days after adoption.
