BOROUGH OF MONMOUTH BEACH IN THE MATTER OF THE APPLICATION OF ANDREW LICITRA FOR PREMISES KNOWN AS LOT 70.01 IN BLOCK 28 NOTICE OF HEARING ON THE OFFICIAL TAX MAP OF Pursuant to N.J.S.A. 40:55D-12 THE BOROUGH OF MONMOUTH BEACH PLEASE TAKE NOTICE that the Borough of Monmouth Beach Planning and Zoning Board (“Board”) will hold a public hearing on Tuesday, February 24, 2026 at 7:00 p.m. at Monmouth Beach Borough Hall, 22 Beach Road, Monmouth Beach, New Jersey to consider the application of Andrew Licitra (“Applicant”) for premises known as Lot 70.01 in Block 28, as shown on the Official Tax Map of the Borough of Monmouth Beach and located at 68 Navesink Drive, Monmouth Beach, New Jersey (“Property”). The Property also has frontage along the South Shrewsbury River. The Property is located in the Borough's A-1 Medium Density Single-Family Residential Zone (“A-1 Zone”) and currently contains a one-story masonry garage, in-ground swimming pool and pool patio, driveway, detached deck, bulkhead, pergolas, fences, and related site improvements. The Property is located in a special flood hazard area. Applicant is seeking approval to remove the existing garage, deck, driveway, pergolas, fences, and portions of the pool patio, and construct a new two-story single-family dwelling, rear covered porch with steps, front landing with walkway and steps, driveway with depressed curb, drainage improvements, and related site improvements. The structures on the Property are preexisting nonconforming as to: swimming pool rear yard setback; pool patio rear yard setback; and, pool patio side yard (south) setback. In conjunction with the application, Applicant seeks bulk variance relief pursuant to NJSA 40:55D-70.c as follows: • Dwelling front yard setback of 14.94 feet (to stairs/landing), whereas a minimum of 34.1 feet is required. The face of the building is setback 25.77 feet. • Dwelling side yard (south) setback of 6.16 feet, whereas a minimum of 10 feet is required. • Landing/steps front yard projection of 19.17 feet, whereas a maximum of 10 feet is permitted in a special flood hazard area. • Swimming pool distance from dwelling of 5.01 feet, whereas a minimum of 8 feet is required and 3.4 feet exists to an existing free-standing garage. • Pool patio side yard (south) setback of 7.66 feet, whereas a minimum of 10 feet is required and 0 feet exists, resulting in an improvement of this condition. Applicant also expressly makes application for any other additional exceptions, interpretations, waivers, variances and/or other approvals as reflected on the filed plans (as same may be further amended from time to time without further notice) as may be determined to be necessary by the Board during the review and processing of the application.
