T/TS-817 JOB ORDER CONTRACTING FOR CONSTRUCTION SERVICES NORTH AND SOUTH REGIONS NOTICE TO CONTRACTORS February 19, 2026 Bids for Contract No. T/TS-817, Job Order Contracting for Construction Services North and South Regions will be received by the Delaware River Joint Toll Bridge Commission (COMMISSION) through the online service Bid Express (www.bidexpress.com) until 2:00 PM (Local Time), Thursday, March 26, 2026. At that time, all bids submitted through Bid Express will be downloaded and publicly read online. No paper bids will be accepted. The Commission intends to award up to four (4) Contracts as a result of this solicitation. The resulting Contract(s) will be indefinite quantity type contract(s) for bridge, highway, and civil as well as building type construction services to be performed at locations in the North Region as well as South Region as specified by the Commission. Work will be set forth in the Detailed Scopes of Work referenced in the individual Job Orders. The Base Term of the Contract(s) will be three (3) years or the achievement of the Maximum Contract Value, whichever comes first. The Maximum Contract Value is $3,000,000. Beginning February 19, 2026, the Contract Documents may be obtained online from Bid Express via a link on the Commission's website (www.drjtbc.org) in the "Doing Business" section, under "Notice to Contractors". Potential Bidders may have an officer or an authorized representative of their company attend a virtual Pre-Bid Conference at 10:00 AM, Wednesday, March 4, 2026. Contractors interested in attending the virtual pre-bid conference must contact Vince Fischer, Project Manager, at vfischer@drjtbc.org a minimum of forty-eight (48) hours in advance to receive a meeting invite for the virtual conference.
