BOROUGH OF PEMBERTON NOTICE TO BIDDERS Notice is hereby given that sealed bids will be received by Pemberton Borough for "Hough and Reynolds Street Improvements" and will be opened and read in public at the Pemberton Borough Municipal Building, Council Chamber located at 50 Egbert Street, Pemberton, NJ 08068, on Friday, March 6, 2026 at 10 A.M. prevailing time. The work includes the furnishing of all labor, material, and equipment necessary or required to complete all work set forth in the Specifications and shown on the Plans for the Hough and Reynolds Street Improvements project located in the Borough of Pemberton, Burlington County, New Jersey, including but not limited to mill and overlay, removal and replacement of concrete sidewalk and curb, traffic striping, and restoration activities. All work shall be completed in accordance with the NJDOT's Standard Specifications for Road and Bridge Construction, as amended. Each bid must be enclosed in a sealed envelope addressed to Kathy Smick, Municipal Clerk, Pemberton Borough Municipal Building, 50 Egbert Street, Pemberton, New Jersey 08068 marked on the outside with words: BID: Hough and Reynolds Street Improvements and must be accompanied by a Bid Bond or Certified or Cashier's Check in the amount not less than 10% of the amount bid, but not exceeding $20,000. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance, Payment and Maintenance Bond upon the award of contract. All bidders and the general public are invited to be present for this bid opening. All bids must be submitted on the prescribed bid forms, providing three (3) complete bid document packets. Drawings, Specifications, and Contract Documents, prepared by Pennoni Associates, Borough Engineer, for the proposed work may be inspected at the Office of the Municipal Clerk, Borough Municipal Building, 50 Egbert Street, Pemberton, New Jersey 08068 (Telephone No. 609-894-8222, Ext. 5) during normal business hours. Digital copies of the Bid Documents will be provided and may be obtained at no cost by contacting Pennoni Associates, by e-mail at ABorstad@Pennoni.com with a cc to ddownes@pennoni.com. The signed Proposal forms and bid security must be delivered to the place on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned after awarding and signing of the contract and approval of the Contractor's Performance Bond. In accordance with P.L. 2021, c. 301 a contractor submitting the lowest bid for a contract that is subject to the Prevailing Wage Act, if that bid is 10 percent or more lower than the next lowest bid, to certify to the public body that the prevailing wage rates required by the Act shall be paid. Bidders are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and N.J.A.C. 17:27. (Affirmative Action Law); N.J.S.A. 52:32-44 (Business Registration Act); and N.J.S.A. 34:11-56.48 et seq. (Public Works Contractor Registration Act). The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders, who, in the judgment of Pemberton Borough makes the most advantageous bid and to waive such informalities as may be permitted by law.
