NOTICE TO BIDDERS Sealed bids will be dropped off in the lobby on the 1st floor, Administration Building, 75 Bayard Street, New Brunswick, New Jersey, on Thursday, March 19th, 2026 at 10:00 AM current time for “MODIFICATION/UPGRADES TO OAK TREE ROAD (CR 604) & WOOD AVENUE (CR 649), WOODBRIDGE/EDISON (EDI033).” Questions or requests for information must be submitted in writing as per Section 101.04 and received by: Thursday, February 26th, 2026. The County will not be responsible for verbal answers to bidder's questions. Inquiries received by the Engineer less than 14 calendar days prior to the bid opening date will not be answered. Responses to the questions will be sent in writing by: Wednesday, March 4th, 2026. Pursuant to Executive Order 103 Declaring a State of Emergency due to the COVID-19 outbreak, specifications, plans, and forms of bid for the proposed project prepared by the County Engineer can be delivered electronically free of charge upon request by email at engineering@co.middlesex.nj.us. If a hard copy is necessary, a $50.00 non-refundable charge payable in the form of a check or money order and made out to the "Middlesex County Treasurer" must be mailed in advance to the County Engineer at 75 Bayard St New Brunswick NJ 08901. An email shall be forwarded to engineering@co.middlesex.nj.us in advance advising that a hard copy is needed. Sealed bids will be received at the Board of County Commissioners' Meeting Room, 1st Floor, Administration Building, 75 Bayard Street, New Brunswick, New Jersey on Thursday, March 19th, 2026 at 10:00 AM for the MODIFICATION/UPGRADES TO OAK TREE ROAD (CR 604) & WOOD AVENUE (CR 649), WOODBRIDGE/EDISON (EDI033). Please note that masks must be worn and social distancing must be adhered to in the meeting room. Bids must be made on the standard bid proposal form in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the names of the project and address of the bidder on the outside, addressed to the Board of County Commissioners of Middlesex County, and must be accompanied by a certified check, cashier's check, or bid bond for not less than 10% of the amount bid, but not exceeding $20,000 and be delivered at the place and on the hours above mentioned. A consent of surety letter from a responsible Bonding Company must be included in the bid as per Article 102.09. An entity/corporation submitting a bid in response to this advertisement shall accompany such a bid with a resolution authorizing said individual/officer to execute a contract in the event its bid is accepted. Quantities as set forth in the bidding documents, specifications, and proposals may be only approximate estimations of the actual quantity to be used and the County reserves the right to increase or decrease at the unit price set forth in the Proposal Sheet to the extent set forth in the specifications and as provided by law. The Board reserves the right to reject any and all bids in accordance with applicable law. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. (1975, C. 127), N.J.A.C. 17:27. (An act relating to affirmative action in relation to discrimination in connection with certain public contracts). Bidders are required to comply with the current applicable prevailing wage reporting rules. After notification of award, but prior to signing a construction contract with the County, the Contractor who is the lowest responsible bidder on the project, shall submit Manning Table Form AA201 (Construction) to the Affirmative Action Office, Department of the Treasury, CN 209, Trenton, NJ 08625-0209. A copy of the Contractor's letter directing said form(s) to the Affirmative Action Office must be supplied to the County at the time same is sent. A Contractor's award shall be rescinded if the Contractor fails to submit the above within two weeks from the award resolution. If the contract is rescinded, the contract will be awarded to the next lowest bidder. The difference in award amount between the rescinded award and the next lowest bidder shall be paid by the contractor whose award was rescinded.
