ORDINANCE NO. 6251 PUBLIC NOTICE CITY OF ELIZABETH, NEW JERSEY NOTICE OF PUBLIC HEARING Notice is hereby given that the following proposed ordinance was introduced and passed on its first reading at a Meeting of City Council of the City of Elizabeth, the County of Union, held on the 10TH day of FEBRUARY, 2026 and that said ordinance will be taken up for further consideration for final passage at their meeting of the City Council to be held in the City Council Chambers, City Hall, Winfield Scott Plaza, Elizabeth, New Jersey, on the 24TH day of FEBRUARY, 2026 at 7:30 P.M. or as soon thereafter as the matter can be reached, at which time and place all persons who may be interested therein will be given an opportunity to be heard concerning the ordinance. A copy of this ordinance has been posted on the bulletin board upon which public notices are customarily posted in the City Hall, and a copy is available up to and including the time of said meeting to the members of the general public of the City who shall request same, at the City Clerk's Office, City Hall, Elizabeth, New Jersey. CITY CLERK ORDINANCE NO. 6251 AN ORDINANCE TO AMEND THE TRUMBULL STREET REDEVELOPMENT PLAN, SPECIFICALLY TO ALLOW FOR ADULT DAY CARE AND DAY HABILITATION PROGRAMS AS A PERMITTED USE WITHIN THE REDEVELOPMENT AREA. WHEREAS, there exists a duly adopted redevelopment plan entitled the Trumbull Street Redevelopment Plan (the “Redevelopment Plan”) which regulates the development within an area of the City known as the Trumbull Street Redevelopment Area (the “Area”) which is identified within the Redevelopment Plan; and WHEREAS, by resolution dated January 15, 2026, the Planning Board of the City of Elizabeth (the “Board”) recommended the adoption of an amended Redevelopment Plan as prepared by Victor Vinegra, PP and Gabriel Bailer, PP, or Harbor Consultants dated January 2026 (the “Amended Redevelopment Plan”); and WHEREAS, a copy of the Board's resolution and the Amended Redevelopment Plan are attached hereto as Exhibit A; and WHEREAS, the Amended Redevelopment Plan specifically allows for adult day care and day habilitation programs as a permitted use within the Area; and WHEREAS, the Director of Planning and Community Development recommends the adoption of the Amended Redevelopment Plan as it is a minor amendment intended to provide a much needed social service to the community and to occupy a currently vacant storefront; now, therefore, be it ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELIZABETH: SECTION 1. The foregoing recitals are incorporated herein as if set forth in full. SECTION 2. Pursuant to N.J.S.A. 40A:12A-7(e), the City Council hereby accepts the Board's recommendations and hereby adopts the Amended Redevelopment Plan which is attached hereto as Exhibit A and made a part of this Ordinance. SECTION 3. A copy of this Ordinance and the Amended Redevelopment Plan shall be available for public inspection at the City Clerk's office during regular business hours. SECTION 4. - All ordinances or parts of ordinances inconsistent with the provisions of this ordinance be and the same are hereby repealed. SECTION 5. - If any portion or clause of this ordinance is declared invalid for any reason whatsoever, same shall not affect the validity or constitutionality of any other part or portion of this ordinance. SECTION 6. - The effective date of this ordinance shall be twenty (20) days after its final passage by City Council and approval by the Mayor at the time and in the manner provided by law. 2/16/2026 ($60.84)
