OFFICIAL NOTICE TO VOTERS: MAIL-IN BALLOTS Township of Blairstown Municipal Appropriation Cap Referendum Election Election Date: April 21, 2026 If you are a qualified and registered voter of the State who wishes to vote by mail in the upcoming municipal referendum, please take notice of the following requirements and deadlines: 1. How to Apply To receive a mail-in ballot, you must complete an application form and submit it to the Warren County Clerk. You may: • Mail the completed application form to the County Clerk's office. • Apply in person at the Warren County Clerk's office. • Request an application by contacting the Blairstown Township Clerk (Kristin Shipps) via telephone or in writing. Mailing Address for Applications: Warren County Clerk's Office Warren County Courthouse 413 Second Street Belvidere, NJ 07823 2. Deadlines for Application • By Mail: Applications must be received by the Warren County Clerk at least seven(7) days prior to the election. • In-Person: You may apply in person at the Warren County Clerk's office in Belvidere until 3:00 p.m. on the day before the election. 3. Requirements for Assistance, Messengers, and Bearers • Assistance: If someone assists you in completing the application, their name, address, and signature must be provided on the form. You must also sign and date the application yourself. • Authorized Messengers/Bearers: No person may serve as a messenger or bearer for more than three (3) qualified voters per election. o Exception: A messenger may serve up to five (5) qualified voters if those voters are immediate family members residing in the same household. • Candidate Restrictions: No person who is a candidate in this election may provide assistance in completing a ballot or serve as an authorized messenger or bearer. 4.
