PUBLIC NOTICE is hereby given that The Arc of Bergen and Passaic Counties invites bids from qualified contracting firms for a home “Kitchen Renovation”. Sealed bids will be accepted on or before 11:00 am (prevailing time) February 27, 2026 opened and read aloud at that time at 223 Moore Street Hackensack, 07601. Bids may be delivered in person, by overnight service, messenger or by postal mail. The Owner reserves the right to waive any informalities in bids and to reject any and all bids if it is in the best interest of the Owner to do so. No bid may be withdrawn for a period of 60 days after bid opening without written consent of The Arc. Bid documents and specifications may be obtained by pick up only at 223 Moore Street Hackensack, NJ 07601 between the hours of 9:00 am and 4:00 pm Monday through Friday except holidays. Documents will not be mailed. All questions regarding the project must be presented to Ms. Evelyne Guillebeaux, Director of Facilities by email to eguillebeaux@arcbp.com Each Bid must be accompanied by a guarantee in the amount of 10% of the bid but not in excess of $20,000 in the form of a certified check, cashier's check or a Bid Bond and a Guaranteed Consent for Surety from a Surety Company indicating consent to be bound as surety and guarantee for the performance required under the Contract documents. The Surety Company shall be duly authorized to do business in NJ and satisfactory to The Arc. When awarded the contract a performance bond will be required. Any persons working under this contract must be paid prevailing wage in accordance with the Laws of the State of NJ. Additionally, the contractor will be required to comply with the administration requirements of N.J.S.A. N:2-1 thru 10:5-31, etc. and N.J.S.A. 17:27 and the Davis-Bacon Act (40 USC 276 (a) - 276 (a-s)) as supplemented by Department of Labor regulations (29 CPR Parts). Bidders must be authorized to do business in NJ. Any bidder not chartered under the laws of the State of NJ must submit an affidavit certifying that said corporation is authorized to do business in the State of NJ. Bidders must be registered with the Department of Labor and are required to comply with the requirements of PL1999, c.238, “The Public Works Contractor Registration Act”, effective April 11, 2000. Bidders, their subcontractors and suppliers, must comply with the NJ Business Registration requirements. Bidders are required to comply with the requirements of PL 1975 c.127 which pertains to “NonDiscrimination” and “Affirmative Action” and PL 1977, c.33 which requires a Statement of Corporate ownership. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBE-WBE-DBE must be undertaken as part of the open competition process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee-and its contractors and subcontractors - are, therefore, required to provide the maximum practicable opportunity for MBE- WBE-DBE 's to participate in the procurement process. Please reference the NJ Selective Assistance Vendor Information database for monthly/quarterly updated lists which identifies certified registered businesses as M/W/BE at: state.nj.us/njbusiness/contracting/services/njsavi and DBE with the NJ Small Business Administration at: njucp.net. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible contracts shall be awarded to business concerns owned by area residents. Small, minority and women's business enterprises are encouraged to obtain specifications and compete for the contracts funded with Community Development Block Grant funds. Award of a contract for this project is contingent on The Arc's continued receipt of funding from Bergen County Community Development for the project. Should funding no longer be available for any reason, The Arc is under no obligation to award a contract for this project.
