NOTICE OF REQUEST FOR OFFERS TO PURCHASE EATONTOWN HOUSING PARCEL 18.6 ACRE AFFORDABLE HOUSING RESIDENTIAL DEVELOPMENT, EATONTOWN, NJ The Fort Monmouth Economic Revitalization Authority ("FMERA" or the "Authority"), a state authority created pursuant to P.L. 2010, c.51 (N.J.S.A. 52:27I-18 et seq.), is responsible for the orderly and comprehensive redevelopment of Fort Monmouth. In furtherance of its mission, FMERA is hereby seeking offers from individuals or entities to acquire property that will be sold by the Authority. This Request for Offers to Purchase ("RFOTP") is being issued under FMERA's rules for the sale of real and personal property (N.J.A.C. 19:31C-2, the "Sales Rules"). The purchase agreement between the Authority and the successful Potential Purchaser shall be subject to the terms and provisions of the Sales Rules and the Phase 2 Economic Development Conveyance Agreement ("EDC Agreement") between FMERA and the U.S. Army. Redevelopment of the property will be subject to the Fort Monmouth Reuse and Redevelopment Plan, which operates as the master plan for Fort Monmouth, and FMERA's land use regulations and design and development guidelines (N.J.A.C. 19:31C-3, the "Land Use Rules"), which serve as the zoning ordinance for the Fort. The Reuse Plan and the Land Use Rules supersede the master plan, the zoning and land use ordinance and regulations, and the zoning map of the Borough of Eatontown and Monmouth County development regulations, except for procedures for site plan and subdivision approval. The Authority is requesting offers to purchase from individuals or entities interested in purchasing and redeveloping the Eatontown Housing Parcel, an approximately 18.6 acre tract of land in the Borough of Eatontown on Fort Monmouth's Main Post (the "Property" or "Eatontown Housing Parcel"). In support of the goal of the Reuse Plan to provide affordable housing, as well as in alignment with Plan Amendment #20's adopted use and bulk standard modifications to support residential development on this parcel, the Eatontown Housing Parcel is being offered for the construction of sixty-two affordable housing units, in the form of eight one bedroom units, thirty-six two bedroom units, and eighteen three bedroom units. Additional accessory uses such as green houses, hydroponic gardens, and other uses customary and incidental to residential development would also be permitted. There is a strong preference for a project focused on affordable housing opportunities for veteran residents. The Potential Purchaser should describe this focus in the project narrative. Additional points will be awarded for projects meeting this criterion. Market rate units are not permitted under this procurement and proposals including market rate units will be immediately rejected for non-compliance. The Eatontown Housing Parcel has been appraised for $1.13 Million Dollars. The minimum bid for the Property is One Million One Hundred Thirty Thousand ($1,130,000.00) Dollars. As a State entity and in accordance with the Land Use Rules at N.J.A.C. 19:31C-2.14(b), when evaluating purchase price, FMERA must consider the purchase price compared to the appraised value of the property. The deadline for requesting a walk-through tour of the property is March 23, 2026 at 4:00 P.M. Offers may be delivered via FedEx, UPS, USPS or hand delivered to the FMERA offices. Please see RFOTP Section 5.0 OFFER SUBMISSION for additional information. All Offers must include the required documents detailed in Section 5.1 OFFER REQUIREMENTS.
