BOROUGH OF ALLENTOWN PLANNING BOARD NOTICE OF PLANNING BOARD PUBLIC HEARING ADOPTION OF THE BOROUGHS AMENDED FOURTH ROUND HOUSING ELEMENT AND FAIR SHARE PLAN NOTICE is hereby given pursuant to N.J.S.A. 40:55D-13 of the Municipal Land Use Law (the "MLUL") that the Borough of Allentown Planning Board / Land Use Board will conduct a public hearing on Monday March 2, 2025 at 7:00 P.M. at Allentown Borough Hall located at 8 North Main Street, Allentown, N.J., 08501 to hear public comment on the Borough of Allentown Amended Housing Plan Element and Fair Share Plan which will amend the Borough's Master Plan. After public comment, the Planning Board shall consider adoption of the Amended Fourth Round Housing Element and Fair Share Plan by way of resolution. The proposed Fourth Round Amended Housing Element and Fair Share Plan was prepared in accordance with N.J.S.A. 40:55D-28(b)(3) of the MLUL and the mandatory requirements of a Housing Element under the recently amended New Jersey Fair Housing Act (P.L. 2024, c.2), relevant regulations of the New Jersey Council on Affordable Housing ("COAH"), and the Administrative Office of the Courts Directive #14-24. The Amended Fourth Round Housing Element and Fair Share Plan is required due to the Borough's participation in the Affordable Housing Dispute Resolution Program, and its settlement with Fair Share Housing Center, and the recommendations of the Program Judge, which culminated in an entry of an Order from the Vicinage Mount Laurel Judge. The Amended Fourth Round Housing Element and Fair Share Plan also delineates the actions taken, and to be taken, by the Borough to create a "realistic opportunity" to satisfy its "fair share" of the regional need for affordable housing. A copy of the Amended Fourth Round Housing Plan and Fair Share Plan, and any other relevant documents, are available for public inspection Monday through Friday (except regularly and locally observed holidays) during regular business hours, 8:30 a.m. to 4:30 p.m. at Allentown Borough Hall, 8 North Main Street, Allentown, NJ 08501 no less than ten (10) days prior to the public hearing. Copies are also available at the Monmouth County Planning Board Office, Annex Building, 1 East Main Street, Freehold, New Jersey during regular business hours.
